Candidates should anticipate diving into all areas of lifecycle project management including planning, budget, schedule, quality, implementation, close-out, and warranty. Preferred candidates will have experience in large scale construction projects with a demonstrated ability work in a large diverse organization with many internal and external stakeholders and manage multiple projects simultaneously. Bachelor's Degree from an accredited college or university in Engineering, Architecture, Planning, Construction Management, or related field of study.
In lieu of a Bachelor¿s Degree, a High School Diploma/GED an four (4) years of relevant work experience demonstrating progressively responsible management experience in planning, engineering, and/or construction project implementation, with direct fiscal responsibility, in addition to the experience stated below, will be considered
Experience
Minimum eight (8) years of experience in project management, including at least two (2) years managing professional staff, and / or field staff, contractors and / or consultants.
Management experience in planning, engineering, and/or transit operational functions, with direct fiscal responsibility. Experience in major infrastructure projects is helpful.
Certification/Licensure
Preferred: Training and certification as a Project Management Professional (PMP), continuous improvement training such as Six Sigma, Lean Six Sigma, ISO

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.SUMMARYThe Project Manager Infrastructure is the Subject Matter Technical Expert and leads project development and implementation of the Authority¿s capital funded program for one or more construction, rehabilitation and/or modernization projects. Responsibilities include planning, staffing, and scheduling of projects related to budget management and capital investment improvement and includes complex activities related to the scopes of work, quality control, safety, and coordination of work performed by subcontractors and internal staff. The position manages all phases of the projects, tasks, within scope, on schedule, and within budget. Additionally, the incumbent will identify scheduling and cost variances and implement recommendations for corrective action for negative variances. Specifically, this incumbent manages relationships, develops project scopes, negotiates hours, prepares reports, develops and maintains project schedules and budgets, directs and mentors project staff, and ensures quality reviews are complete. Serves as Contracting Officer¿s Technical Representative (COTR) to ensure contracts are managed in accordance with all project and stakeholder requirements.ESSENTIAL FUNCTIONS
Reviews and comments on the Project Scope to ensure that (1), program needs, schedule and costs are adhered to; (2), coordination occurs between various departments and aspects of the project; and (3), project elements are cost effective. Conducts research and prepares recommendations for complex project management, engineering and construction problems. Prepares and maintains project implementation plans.
Prepares and recommends for approval, project schedules, estimates, and budgets that are complete, realistic, and fully meet project goals. Strictly adheres to the approved project schedules and budgets. Provides constructability input to design team.
Responsible for overall safety at the construction site, in project office, and during related project activities, in accordance with applicable safety requirements and WMATA¿s Agency Safety Plan.
Continuously monitors contractors work to ensure completed work is delivered in accordance with project plans and specifications.
Provides project management coordination and controls consistent with project requirements and operational needs. Oversees coordination activities to ensure alignment with access requirements affected, while minimizing impacts.
Develops and submits a realistic and attainable budget projections based on the progress reports, that indicate project's advancements and/or delays. Provides frequent status reports to ensure decision makers¿ visibility on completed tasks, payments issued, delay problems, and impacts to project delivery timeline or strategy.
Leads, facilitates and conducts project status briefings for Authority Officers, the General Manager, WMATA Board Members, government entities (Federal, State, and Local); and Local Civic Organizations as required.
Coordinates major events related to assigned project portfolio. Assists stakeholders to identify and resolve issues, and ensure sufficient communication, leadership and accountability regarding project activities and impacts.
Assists supporting offices in obtaining permits, approvals and agreements from city, state, and D.C. jurisdictions including Federal agencies to ensure that project schedules reflect critical path activities and key dependencies. As subject matter expert for scope, schedule and budget for assigned projects, communicates issues with stakeholders throughout project lifecycle and makes recommendations for resolution.
Manages the review and evaluation of changes to engineering specifications. Leads and manages consultants' activities. Resolves issues associated with contract fulfillment. Ensures contractors' deliverables meet contract specifications, timetables, and budget.
Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices. Oversees project closeout activities to include coordination and completing engineering, procurement, and budgeting tasks, and delivery of project records for archiving and asset management.
