To address the growing demands within the Department of Defense, SAIC is seeking a highly skilled and dynamic Program Manager join our Digital and AI Team as our Director of Personnel as we embark on a large initiative to lead the design and operate integrated Enterprise IT solutions that deliver AI-enabled capabilities and enable data-driven decision making to missions across the Department, Services, and Combatant Commands.The Director of Personnel will establish and continuously drive an industry-leading standard of excellence in people operations to build and incubate diverse and world class talent match customer needs, developing and applying best practices and analytics-driven approaches to operate with transparency and efficiency.Core Responsibilities:

Implement human resources programs by providing human resources services, including talent acquisition, staffing, employment processing, training and development, records management, succession planning, employee relations and retention, compliance, and completing personnel transactions.

Champion collaborative cross-functional relationships with Recruiting, Payroll/Accounting, Finance, other teams, and hiring managers to ensure the successful onboarding and offboarding of new employees and contingent workers

Advise the Program Manager by developing human resources solutions based recommending courses of action based on data-driven and evidence-based analyses.

Prepare executive and management reports by collecting, analyzing, and summarizing data and trends.

Improve manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees.

Complete special projects by clarifying project objectives; setting timetables and schedules; conducting research; developing and organizing information; fulfilling transactions.

Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

Improve department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

QualificationsPreferred Qualifications:

10+ years of experience working as a People Partner, HR Manager, HR Program Manager or similar role.

Must possess a Bachelor’s Degree with demonstrated familiarity with Government Contracting and Defense. SPHR or other HR certification preferred.

Strong values with a clear inner core of purpose-driven leadership.

Strong problem solving, reporting and analytical skills. Skilled in Microsoft Excel, PowerPoint, and Word

Knowledge of HRIS and payroll systems.

Demonstrated ability to research and analyze problems at a senior level, providing feedback, guidance, and direction.

A clear understanding of Human Resources practices and legal requirements.

Working knowledge of the critical components of a successful manpower and personnel department including employment law, performance management, resolving conflict, having difficult conversations, employee engagement, training, maintaining employee files, and managing operational budgets.

Clear, strong verbal communication and consulting skills. Demonstrated ability to work at the senior leadership level.

Well-developed writing and presentation skills. Demonstrated ability to communicate clearly across all levels of an organization.

Discretion, sensitivity, and confidentiality. Demonstrated ability to listen, analyze and inform appropriately while maintaining the required sensibilities in handling confidential information.

Professional service firm experience is strongly preferred.
