Bratslavsky Consulting Engineers, Inc., an engineering & construction management company is currently looking to hire a full-time Construction Inspector (CI) to provide construction inspection services in Ketchikan, Alaska. The Construction Inspector will be responsible for the following:

-Monitor quality of construction activities, provide assurance that construction contractors are providing quality control.

-Inspect on-going construction, document problems, and recommend solutions, in professional manner.

-Perform constructability reviews of project and contract documents.

-Coordinate between fieldwork, affected organizations, and government.

-Work with local USCG staff to explain and inform on construction activities.

This position is based on contract award.

Period of Performance: November 2022 - November 2023 with Four (4) one-year option periods.

Place of Performance: Ketchikan, Alaska

General Duties:

1. Perform a variety of Inspection duties that broadly defined will include monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC) programs, or inspection of USCG facilities for facility maintenance issues.

2. Ensure construction is in accordance with plans and specifications.

3. Make on-site inspections of construction project(s) and provide written reports.

4. Perform reviews including, but not limited to, equipment and material submittals, progress charts, quality control (QC) and Safety Plans, and various work plans.

5. Photograph the construction progress and logically file the records and transmit as required.

6. Monitor the Contractor’s Quality Control Program for compliance with appropriate

7. Research and identify design and/or construction problems and provide recommendations to the Coast Guard (CG) construction Project Manager.

8. Witness acceptance testing, commissioning, and participate in inspections.

Specific Duties & Services

1. Perform inspection of construction and USCG facilities.

2. Meet with the CG to keep them informed of changes to work or schedule constraints.

3. Review daily Contractor’s Reports and prepare Reports. Attend project management and construction contractor meetings.

4. Monitor job-site safety and compliance.

5. Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review construction contractor's submittal, check against the materials being installed, and monitor schedule of submittals.

6. Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.

7. Review and assist in resolving technical issues; including construction contractor Request for Information (RFI) and/or Design Clarification Request (DCR), construction contractor progress schedules and requests for information.

8. Prepare supporting information for proposed modifications. Prepare field sketches measurements and recommend solutions to USCG construction Contracting Officer’s Representative (COR).

9. Maintain a current set of contract plans and specifications with executed modifications posted.

10. Ensure the construction contractor is maintaining a current set of as-built drawings and updates the construction schedule.

11. Perform labor interviews when directed by the Contracting Officer or construction COR.

12. Maintain good rapport, coordination, and communications with other agencies and organizations involved in the project. Coordinate utility interruptions and/or outages between the CG and the contractor.

13. Perform pre-construction plan reviews.

14. Arrange for transfer of documents, O&M manuals, spare parts, tools, as-built drawings, keys, and guarantees to the CG.

15. Monitor compliance with environmental protection requirements. Noncompliance shall be brought to the attention of the COR and the construction contractor. Observe representative construction contractor’s on-site samplings and tests, to assure that the test procedures are satisfactory.

16. Keep the COR fully informed of any technical or contractual difficulties encountered during performance. This includes notifying the Contracting Officer via the COR and/or PM of any potential construction contractor claims/disputes relative to contract requirements and/or discrepancies in the drawings and specifications. Review and prepare comments on Construction Contractor’s requests for time and price adjustments.

17. Ensure that the Contractor submits proper security or facility clearance forms, and ensure proper management of government furnished property.

18. Evaluate proposals for technical feasibility, and quantity verification. Provide recommendation to the project COR.

19. Review payment requests/invoices and provide recommendations to the USCG construction contract COR.

20. Review, analyze, and make recommendations including preparation of cost estimates and time/schedule impacts on potential construction changes to the Project Manager/COR.

Provide Quality Assurance for Construction Projects:

1. Provide timely inspections during 3-Phase inspection system not to exceed 2 days from notification.

2. Ensure that all work complies with the Quality Assurance Surveillance Program as outlined in Contractors Quality Management course (CQM-C).

3. Attend CQM-C Manager training.

4. Provide timely safety inspections during and before work is conducted.

5. Be 30-hour certified, and carry Department of Labor card.

3. Provide environmentally compliant site work inspections within the State of Alaska.

4. Provide timely inspections of confined space entry prior to construction staff enter hazardous atmospheres.

MINIMUM Qualifications - Experienced Tradesperson Inspector:

High School Level Education

At least 10 years total experience in Construction/Facility Management, Construction Supervision, Construction Management, or Quality Control.

At least 5 years of construction oversight experience w/in the last 10 years on projects with a construction dollar value of approximately $500K-$5M (per project).

Experience with Federal and/or State Agency design-build, or design-bid-build contracts.

At least 5 years construction experience performed in Alaska.

Experience as a construction superintendent, providing both supervision and QA/QC duties.

Experience with facility and building systems (building envelope, HVAC, plumbing, electrical, mechanical, and structural, etc.) as well as managing all building trades, subcontracts and construction safety.

Demonstrated hands-on experience in inspecting facilities and construction for compliance with contract requirements.

Physically, workers must be able to; climb and maintain body balance; use hands and arms fully; stand, kneel, bend, crawl, or crouch for long periods; and see well (either naturally or with correction).

OR

MINIMUM Qualifications - Engineer/Architect Inspector:

4-year Architecture/Engineering Degree

At least 5 years total experience inspecting or managing multiple construction contracts.

At least 3 years of construction oversight experience w/in the last 7 years on projects with a construction dollar value of approximately $500K-$5M (per project).

Experience with Federal and/or State Agency design-build, or design-bid-build contracts.

At least 3 years construction experience performed in Alaska.

QA/QC inspector experience and knowledge of managing multi-trade construction projects.

Construction Inspector shall complete the following training courses within 120 days of contract award:

a. CQM-C Manager training

b. 30 Hour OSHA Certification

c. Alaska Certified Erosion and Sediment Control Lead (AK-CESCL) Certification

d. Construction Industry 8-hour Confined Spaces Entry Certification
