Asset Manager Job Description

Goal: Manage LIHTC Properties and Site Managers in multiple locations in Alaska.

Working knowledge of the Low Income Housing Tax Credit Program preferred

Working knowledge of Excel

Real Estate license preferred

Property management or project management experience a plus.

Familiarity with Fair Housing Act and Landlord Tenant Laws preferred.

Duties

Tour new properties after completion and create punchlist to cover items that need to be addressed with general contractor before final payment.

Coordinate utility transfers

Set up on site manager office and internet and telephone for on site manager.

Assist Owners and Property Manager in the selection of the on-site manager.

Oversee on-site manager and work as a liaison between on-site manager and Property Manager.

Devise and implement marketing plan to lease up rental units. Marketing plan to include:

1. Work with Owners and Property Manager to decide on rental rates

2. Create press release for newspaper and radio/TV media

3. Work with Property Manager to create website for property

4. Set up advertising on Craigslist, Zillow, Facebook and other social media outlets

5. Meet with local service providers to coordinate tenant referrals of special needs clients coming out of temporary housing or those with physical and mental disabilities

6. Work with onsite manager to create Open House schedule.

7. Coordinate making fliers, banners and sandwich boards.

8. Work with on site manager to circulate fliers and hang banner.

9. Clear up any issues that impact on-site manager’s ability to field inquiries regarding the property. Monitor on-site manager to ensure that tenant inquiries are being responded to in a timely manner.

Work with new on-site manager to lease up units

1. Learn LIHTC income qualifying standards

2. Learn Property Manager credit qualifying standards

3. Work with Property Manager and Tax Credit Investor to make sure tenant leasing application is suitable.

4. Work with on-site manager to ensure that credit and income qualifying standards are understood and implemented efficiently.

5. Train on-site manager to assist tenants with application process

6. Strategize with on-site manager and Property Manager on how to collect required tenant income back up documentation

7. Work with on-site manager and Property Manager to fill units with qualifying tenants at different income levels and make sure hard set aside requirements are being met.

8. Balance leasing up income restricted and market rate units so that floor ratio tax credit percentages are maintained.

9. Coordinate tenant tour of units. Work with contractor to show units that are not quite complete.

10. Work with Property Manager to create application list so that we can keep track of status of applicants.

Work with On Site manager to move new tenants into apartments in a timely manner so that lease up schedules are met.

Assist Property Manager is establishing relationships with local maintenance people

Review monthly property financial statements and monitor spending at property to ensure that budget targets are met, and spending is controlled.

Assist on-site manager in the LIHTC recertification process to ensure that current tenants are given accurate information and encourage tenants to stay.

Handle large maintenance/warranty issues that have a significant effect on tenant enjoyment of the property.

Assist on site manager and Property Manager with problem tenants.

Ensure that on-site manager has proper training in landlord tenant laws and Fair Housing laws.
