Summary:

The Southeast Alaska Conservation Council is hiring an Indigenous Community Liaison as an independent contractor for a six-month term, to work part-time with SEACC and interested Indigenous communities on transboundary mining, and related water quality and natural resource development issues. The focus of this contract will be to work with communities along the transboundary rivers of the Unuk and the Stikine; Petersburg, Wrangell, Metlakatla, Ketchikan, and Saxman.

Contract Description:

SEACC is hiring an independent contractor to be an Indigenous Community Liaison to provide support to communities associated with the transboundary Unuk and Stikine Rivers that cross the border between Canada and Alaska. The Liaison will provide and/or be a conduit for communities to access logistical and technical support in the areas of mining and water quality, provide support for communities engaged in advocacy around protection of their water resources, and will work with community members and Tribal leaders, as desired, to identify other opportunities to organize or take action on water quality related issues.

In addition, the Liaison will be available to support members of communities potentially at risk from transboundary mines such that they can meet with other affected communities and engage in advocacy and communications outreach as/if desired. The Indigenous Community Liaison will help create opportunities for members of Indigenous communities to engage with SEACCs ongoing campaign work around threats to transboundary rivers from upstream mines.

SEACCs Indigenous Community Liaison will also work to provide support to communities on other issues of concern, including but not limited to subsistence issues and fisheries.

The transboundary rivers and communities this role will work in and with include the Stikine River (Wrangell and Petersburg area) and the Unuk River (Ketchikan, Saxman and Metlakatla area). Candidates who live in Wrangell, Ketchikan, Saxman, Metlakatla, and Petersburg are strongly preferred. The Liaison will work closely with SEACCs Indigenous Engagement Lead, Staff Scientist, and Inside Passage Waters Program Manager.

This contract is funded for six months in the amount of $7,500, with extension contingent on a successful first six months and on the organizations ability to continue to identify and obtain funding to support this work. A down payment on the contract will be made upon signing of the contract followed by monthly payments upon submission of an invoice and progress report. This contract can be terminated at any time SEACC feels deliverables are not being met.

This position requires regular travel to nearby Indigenous communities. Limited travel to British Columbia or the lower 48 is possible but not guaranteed. Travel costs would be paid for by SEACC.

The position is designed to allow for flexible scheduling as long as agreed-upon deliverable deadlines are met. As this position is for an independent contractor, no benefits are provided.

Deliverables:

— Prepare presentations on local transboundary river, including location, threats, etc.;

o Expand on our existing outreach and communications materials, including visuals, to illustrate threats to transboundary waterways, including water movement throughout the watershed and fish passage

— Outreach to local Tribal Councils, Village and Regional Corporations and City/Town Councils to offer to give presentations;

— Host periodic coffees or other community gatherings/events to discuss these issues and take action;

o Promote and facilitate opportunities to be available in communities for informal conversations with members of the public. SEACC would like at least 6 of these hosted over the 6-month duration of the contract.

— Spend time during the busy tourist season reaching out to local tour companies, lodges, and charter fisherman to provide information on transboundary rivers, if desired;

— Outreach to local fisherman and fisherman organizations to elevate transboundary issues;

— SEACC social media posts and SEACC emails on the topic - social media posts (at least 2 a week) and coordinate with the Water Program on monthly emails;

— Media work “ get to know local reporters, educate on issues and provide up-to-date information on transboundary issues, as needed, as well as getting at least 3 letters to the editor published, 2-3 interviews/announcements on local radio stations, and developing a media toolkit on transboundary mining impacts;

— Meet with SEACC Indigenous Engagement Lead once a week, or as needed, to check in on progress of deliverables;

— Possibly attend and provide support for SEACC at local community events such as the Blueberry Festival in Ketchikan (8/3), the Rainforest Festival in Petersburg (9/6-8), the Bearfest in Wrangell (7/25-28), Founders Day in Metlakatla (8/7), summer bonfires in Juneau.

Required Qualifications:

— Knowledge of Traditional/Cultural Alaska Native values, traditions, and practices;

— Strong oral and written communication skills;

— Background in or interest in learning to work with the media;

— Must work well independently and be self-directed.

Desired Qualifications:

— Experience or knowledge of natural resources, water conservation, aquatic science, fisheries, rural development, Indigenous knowledge systems, resource development or a related field is desired. A degree is not required for this position in order to solicit candidates with a diversity of experience, knowledge, and background;

— Interest in taking on an advocacy and organizer role in conservation in Southeast Alaska.

— Experience working with or using social media.
