Salary: $18.78 to $22.80 per hour This is a Full Time Benefit eligible position.

Departmental Objective

Be the primary support function for NAIPTA's Board of Directors and employees by providing answers in the areas of: Financial Reports, Budgeting, Performance Reporting, Financial Communication, Accounting Services and Payroll Support. Must follow Generally Accepted Accounting Procedures and comply with state, local and federal financial regulations.

Job Purpose of a Payroll Specialist

The purpose of this position is to review, prepare, process and verify documents and data for the payroll function. Performance of all duties will comply with NAIPTA procedures, and City, State and Federal laws, regulations, policies and procedures. This position demands a high degree of accountability, accuracy, attention to detail and inter-departmental cooperation and communication. Work is performed under the direct supervision of the Business Manager.

EXAMPLES OF DUTIES:

Essential Functions & Responsibilities

Payroll

Execute payroll in Human Resource management system.

Prepare payroll reports and verify the accuracy of HR payroll data entry

Verify feed processes through the system.

Audit timekeeping records and leave records. Calculate amounts reported and make changes if necessary. Conduct trend analysis regarding timecards and report discrepancies to the appropriate supervisors.

Submit payroll accurately and within required time frame to generate reports and paychecks, including direct deposit transmission. Receive, verify and distribute paychecks.

Process and print manual checks as needed.

Inform supervisors and employees about sensitive and confidential payroll issues.

Process adjustment payroll processes to match hours with period worked per ACA and ASRS regulations.

Test system functions in the payroll area, including trouble-shooting, researching and resolving problems with payroll processing system.

Reconcile payroll input against the general ledger.

Assist the Business Manager with the quarterly reconciliation and fiscal year close-out, including reconciliation to the general ledger and various reports across all accounting disciplines.

Receive, verify and distribute W-2 forms.

Provide information and reports to auditors and authorized agencies requesting payroll related data.

Remain informed of payroll laws and NAIPTA policies and procedures in order to provide current and accurate information.

Benefits

Perform detailed computations and create/maintain spreadsheets for benefit payment. Report benefit deductions to applicable vendor and submit payment request.

Reporting

Perform monthly reconciliation of the contra accounts.

Maintain payroll general ledger accounts, splits and mapping in the computerized payroll system and work with Accounting to correspond in QuickBooks.

Prepare and/or verify accurate and complete financial reports from accounting data as related to payroll and benefits.

Other Duties

Create and enter journal entries for payroll and benefits routinely and as assigned.

Complete filing and general record keeping for payroll and benefits.

Serve as a general source of information to employees regarding questions related to calculation of their pay and benefits.

Cross train to provide backup to Customer Service Representative as needed.

Greet customers and visitors in a professional and courteous manner.

Develop, implement and update SOP's regarding payroll, including interpreting and disseminating to employees.

Ad hoc reporting and special projects as assigned.

Attend trainings and/or workshops.

Determine, prepare and conduct HRMS training for employees.

Other duties as assigned.

TYPICAL QUALIFICATIONS:

Minimum Knowledge, Skills and Abilities

Knowledge of Affordable Care Act guidelines, Arizona State Retirement System employer regulations, generally accepted accounting principles (GAAP) and other state and federal laws applicable to accounting practices.

Knowledge of operation and troubleshooting computerized payroll systems.

Knowledge and skill in the use of computer software including three years Word, Excel and Access to demonstrate intermediate to advanced level and one year QuickBooks to demonstrate intermediate level.

Knowledge of intermediate principles of accounting.

Skill in the operation of standard office equipment; and in effective business and interpersonal communication.

Skill in organization, time management and excellent customer service to both internal and external customers.

Ability to perform advanced mathematical computations; and state and federal laws applicable to accounting practices.

Ability to produce timely, accurate and complete work that meets the high standards and deadlines of the Administrative Services Department.

Ability to keyboard and operate a 10-key calculator at an acceptable rate of speed.

Ability to maintain a positive work environment.

SUPPLEMENTAL INFORMATION:

Attendance

Report timely to work Monday through Friday, for normal business hours of 8am to 5pm. General employment policies regarding vacation, sick and unpaid leave apply. Occasional need to report to work on day off and work overtime.

Confidential personnel information subject to HIPAA rules is visible to this incumbent. The incumbent is required to keep a high level of discretion in handling confidential information and is required to maintain knowledge of rules and regulations governing employees' private information.

Working Conditions, Exposure to Risks and Physical Dangers

The incumbent works in an office environment with minimal exposure to risk or physical dangers.

Education Requirements:

High School Diploma or GED, plus one year of college-level accounting coursework.

Similar Work Experience:

Two years of payroll work experience.

Substitution:

Any combination of education, experience, and training that provides the required knowledge, abilities and skills to perform the duties of the position.
