No proof of vaccination is required Scope of Work for Contractor .NET Developer: Justification: The Arizona Department of Health Services (ADHS) Bureau of Nutrition and Physical Activity (BNPA) includes the Arizona Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Program. WIC is a public health nutrition program administered by the United States Department of Agriculture (USDA) Food and Nutrition Service (FNS). The Arizona WIC Program's mission is to safeguard the health of low-income women, infants, and children up to age five who are at nutrition risk, by providing nutritious foods to supplement diets, information on healthy eating, and referrals to health care. Arizona WIC is starting an IT project to develop push notifications for the EzWIC mobile application. The .NET developer position is essential in developing the back end services to communicate from Android and iOS phones to the EzWIC application server. The ITS group has identified key responsibilities and skillsets that are required to meet the expectations of this role.

  • 7+ years of ASP.Net Development (C#), web forms, MVC, Visual Studio 2012/2015/2019/2022, Source control - TFS, Azure DevOps, SOAP, Web Services, REST, APIs.
  • Experience across .Net framework 4 / 4.5 / 4.6 / 4.7 / 4.8 /.Net Core 3.1, 5 and 6. AngularJS Development is a plus.
  • 7+ years as a software developer, with strong knowledge of general algorithms, design patterns and good coding practices.
  • 5+ years' experience participating in all stages of project development cycle (planning, design, implementation and testing).
  • Strong experience in architecting the solution to meet the performance, quality, and responsiveness
  • Solid knowledge of the HTML DOM, CSS, JavaScript, JQuery, Ajax and Bootstrap tools.
  • Strong knowledge of relational databases for back end data repository, including Oracle, Sql Server etc. (T-SQL and/or PL/SQL procedure, package, functions, triggers)
  • Strong understanding of object-oriented programming / Skill for writing reusable libraries / Familiar with various design and architectural patterns
  • Bachelor's degree in computer science, engineering or management information systems is preferred.
  • Responsible for converting requirements to design, development, and implementation of web application systems using ADHS development methodologies and agency security guidelines.
  • Manages own workload by planning/organizing to meet deadlines and accomplishes objectives while maintaining ADHS quality standards.
  • Troubleshooting and debugging application code and responding to modification requests.
  • Works directly with other technical resources and business units to translate business requirements into system specifications.
  • Ability to estimate the time for completion of tasks assigned and update Project management as necessary.
  • Unit tests and reviews work products for completeness and accuracy.
  • Understands current ADHS standard languages, coding methods, and operations requirements.
  • Exhibits strong verbal and written communication skills.
