Responsibilities – The

Child Support Systems Subject Matter Expert will provide hands-on assistance towards the design, development, and implementation of the financial management module of the Arizona child support replacement system. The

Child Support Systems Subject Matter Expert may direct and coordinate the efforts of the members of the assigned Project Team. The

Child Support Systems Subject Matter Expert will also coordinate the testing efforts with other State agencies and interface partners needed to define the changes to the interactions between the replacement system and these entities and their systems. Other responsibilities of the

Child Support Systems Subject Matter Expert include:
  • Attend all the sprint team meetings of the assigned sprint team
  • Actively provide inputs and recommendations on the discussion topics
  • Participate and assist with all aspects of the design, development. testing and implementation effort, mainly financial management module
  • Coordinate formal communication to all affected groups
  • Review all contractors’ project deliverables thoroughly and feedback comments are documented in the Deliverables Review Report (DRR)
  • Supervise and assist in the implementation of the project management plans and project schedule, including monitoring project task completion, and remaining efforts. Assist in monitoring the project budget and contracts
  • Assess and notify the supervisor of any risks, issues, and action items related to the assigned team and subject area
  • Provide status on the assigned activities
  • Maintain a positive relationship within the team and project stakeholders
  • Assist the data conversion team with respect to the financial module data model, mapping, business rules, clean up, mock testing, results validation etc.
  • Support with the federal certification of the new system
  • Ensure the financial management module is designed and built in compliance with applicable regulations
  • Qualifications –The

    Child Support Systems Subject Matter Expert must have:
    • A minimum of fifteen (15) years of software development and implementation experience in state government sector systems modernization in which ten (10) years has been in Child Support Enforcement
    • A minimum of fifteen (15) years of experience, managing systems architecture and development projects
    • A minimum of fifteen (15) years of experience as a subject matter expert in child support business processes, with at least ten (10) years focused in financial management and SDU subject areas
    • A minimum of ten (10) years of technical experience in various technology environments, but not limited to, mainframe, web-based and client server architecture
    • Completed at least two (2) projects within the last ten (10) years that involved designing business processes and procedures and developing new systems to supports the new business processes
    • Experience in implementing PRWORA and DRA system changes
    • Strong knowledge of Federal Reports (e.g. OCSE 34, OCSE 396, OCSE 157)
    • Experience in understanding and assisting with federal audits and federal test decks
    • Experience in communication and coordination of activities with external stakeholders and vendors
    • Experience with Federal Office of Child Support Enforcement (OCSE) Certification for multiple states
    • A minimum of ten (10) year of experience being part of the data conversion activities of child support systems modernization
    • Detailed knowledge of Title IV, Part D of the Social Security Act
    • Detailed knowledge of the Automated Systems for Child Support Enforcement: A Guide for States 2017
    • Strong knowledge of various software Development Life Cycle Methodologies including Agile and Waterfall techniques
    • Experience in performing needs analysis, solving problems, assessing technical capabilities, and conducting JAD sessions
