CEPD is the internal customer facing organization for internal design activities and provides the expertise that optimizes electronic hardware designs for producibility, provides electrical circuit design, strategic procurement relationships, and assembly services through project leadership to achieve cycle time, technology, and cost goals.The Spectrum Manager is responsible for execution of tasks required to ensure company compliance with United States and International radio frequency certification and licensing requirements. Duties include working with company program engineers, company facility personnel, vendors and subcontractors to prepare and submit frequency applications and supporting documentation to the government for spectrum authorizations, licenses and frequency assignments. Spectrum Manager will perform initial regulatory analysis of frequency spectrum requests through application of International Telecommunication Union (ITU), National Telecommunications and Information Administration (NTIA) and Federal Communication Commission (FCC) regulations and procedures. Maintains hard copy and electronic records of authorizations, licenses, and assignments, with supporting correspondence, technical and regulatory analyses. Ensures company compliance through modifications, renewals and updates to frequency authorizations, licenses, and assignments. Helps develop educational materials and trains company engineers and program managers on spectrum management principles, policies and procedures.We value diverse skills and experience, so don’t hold back. Responsibilities to Anticipate:Coordinate with government spectrum regulators, government program office personnel and government range managers to obtain necessary clearances, authorities, licenses, assignments, technical data and feedback in support of company objectives and program execution.

Qualifications You Must Have:Typically requires an Associates Degree with coursework or equivalent education in radio frequency spectrum emphasis and 7 years of experience in Frequency Spectrum Coordinator role OR In absence of a degree, 2 years of additional relevant experience is required

A minimum of 7 years of experience to include at least 4 of the following:

Experience with NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management to include processing and coordination of DD Form 1494, Application for Equipment Frequency Allocation.

Experience with Spectrum XXI, E2ESS, EL-CID software, Stepstone software, and DoD spectrum certification processes.

Experience with FCC Rules and Procedures (e.g., processing and coordination of FCC Fm 442, Application for New or Modified Radio Station Authorization under Part 5, FCC Rules – Experimental Radio Service (Other than Broadcast) and Special Temporary Authorizations.

Experience with FCC Office of Engineering and Technology (OET) Experimental Licensing System (ELS) and Universal Licensing System (ULS).

General knowledge of ITU Radio Regulations.

Familiarity with NTIA/DOD frequency assignment process.

The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value:Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and 5+ years of experience in Frequency Spectrum Coordinator role.

Familiarity with Host Nation Supportability Worldwide Database Online (HNSWDO), Equipment Location-Certification Information Database (EL-CID), Frequency Resource Record System (FRRS) database, Government Master File (GMF), Standard Frequency Action Format (SFAF), Radar Spectrum Emission Criteria (RSEC), Joint Spectrum Data Repository (JSDR), End-to-End Supportability System (E2ESS), and DoD acquisition processes.

Detailed knowledge of NTIA Manual, FCC Rules and ITU Radio Regulations.

Prior work on a launch vehicle, missile systems, or aerospace.

One or more of the following:

Army Battlefield Spectrum Management (BSM) Course graduate

Interservice Radio Frequency Management School graduate

NTIA Spectrum Management Seminar graduate

United States Telecommunication Training Institute (USTTI) Radio Frequency Spectrum Management Course graduate.

Currently hold a DoD issued security clearance of Secret or higher

Strong customer focus with good verbal and written communication skills

Good working knowledge of Microsoft Word and Excel
