Genuent is becoming INSPYR Solutions is hiring a Programmer Analyst II for our direct client in the Little Rock, AR area. This is a 6 month contract to hire position with a tentative start date of October 17. Programmer/Analyst IIs are responsible for the development, support and maintenance of computer applications and enterprise databases used internally by staff. Programmer/Analyst IIs will generally focus on Enterprise Service Bus, JAMS- job scheduling and automation solution, SolarWinds server and component monitoring and Lenel OnGuard our physical security solution. The accurate and reliable functioning of the supported applications is critical to the operation of Southwest Power Pool and its members. The Programmer/Analyst II will also provide guidance to other members of the team based on experience. The position ensures the effective operation of all systems within their area of responsibility; installs and configures systems; recommends hardware and software acquisitions and upgrades. The Programmer/Analyst will develop centralized, efficient methods for managing end user systems to minimize downtime, utilizing IT standards.Programmer/Analyst IIs are responsible for supporting the review of system architecture and recommending improvements to service delivery processes; Applying business/technical support concepts to identify, analyze, and resolve application/usability/strategic problems.The Programmer/Analyst II will function as the liaison with Departments, IT, and external vendor staff to ensure that end-user and organizational needs are met.This hands-on position is responsible for the development and support of all vendor-provided and custom-built software solutions. The Programmer/Analyst II is focused on analyzing and debugging code, troubleshooting software, and providing overall support for internal software applications.Coordination with the Operations Department, application business owners, application users, management team and staff is expected. The Programmer/Analyst II is expected to work with minimal supervision, exercising good judgment in helping develop implementation project plans, prioritizing assignments and resolving issues.Essential Functions:

  • Perform user and system administration for the applications supported by the IT Corporate Applications team.
  • Complete independently or assist senior staff with the creation of detailed design documents and specifications for new applications and services and for enhancements to existing applications or components
  • Troubleshoot, investigate, and resolve moderate to difficult application system performance and functionality issues.
  • Participate in maintaining and managing licenses for the assigned suite of products
  • Work with vendor support contacts to resolve technical problems.
  • Install, configure, patch, and perform upgrades
  • Assist in the design and overall architecture of the corporate applications and databases to implement process improvement and to correct operational issues as needed.
  • Follow Incident, Change, and Release Management processes and procedures
  • Develop, support, and maintain integrations with other on-prem or cloud-based company owned/licensed systems.
  • During and After-Hours Incident Resolution and Logging
  • Problem Analysis and Root Cause Reporting
  • Release and Regression Testing Support, including the creation of test/release plans and test data as required.
  • Creation and on-going updates of Troubleshooting Guidelines and Procedures
  • Multi-tasking, problem-solving, and an ability to grasp complex and highly integrated systems
  • An in-depth understanding of the business and technical requirements of the system they primarily support and a competent understanding of other systems the team supports.
  • Provide training assistance in areas of expertise to other employees, as needed
  • Application of detailed knowledge around specific applications or interfaces (Recognized as Subject Matter Expert).
  • Perform tasks or special projects as assigned by the management team or by senior team members.
  • Coordinate implementation plans that span across multiple support teams in IT, vendor support, and impacted users.
  • Mentor Level I and new team members. Provide mentoring to other IT Programmer/Analyst team members based on experience.
  • Understanding of and compliance with Company Policies and Procedures.
  • Manage compliance and audit-related requests and requirements.
Other functions with applicable application development skills:
  • Conduct all types of application testing as needed, such as system, unit, regression, performance, and acceptance testing methods.
  • Consistently write, translate, and code software programs and applications according to specifications to enhance the functionality and/or performance of company applications.
  • Create and execute test scripts, cases, and scenarios that will determine optimal system performance according to specifications.
  • Ensure that any new software integration into company systems meets functional requirements, system compliance, and interface specifications.
  • Work with database administrator to design, develop, and update databases as they relate to user interface design and functionality
  • Define software development project plans, including scoping, scheduling, configuration, and implementation.
Education Requirements:
  • Bachelor's degree in Computer Science, Information Technology, related field, or equivalent work experience
Experience Requirements:
  • Level 2: Three (3) years' experience of Information Technology Development/Support experience
Required:
  • Effective working knowledge of JAVA development skills Effective written and oral communication skills
  • Understanding of compliance with and enforcement of Company Policies and Procedures
  • Flexibility and the ability to function with constantly changing and multiple priorities.
Preferred:
  • Two (2) or more years of applicable utility industry experience
  • Microsoft Windows Server /Linux Server Experience
  • Oracle PL/SQL or Microsoft SQL Development experience
  • C, C#/ASP.NET, Java or Object-Oriented Development Experience
  • Scripting experience: PowerShell, Perl, Shell scripting
  • Web Service / SOAP / WSDL / XSD Experience
  • REST/SOAP/JSON API Experience
  • Microsoft Windows, Unix or Linux operations systems, and database management systems
  • Experience with Talend ESB, JAMS, SolarWinds, Lenel
