SUMMARY: Yocha Dehe Wintun Nation (Yocha Dehe or Tribe) is a federally recognized tribal government. The Tribe's mission is to provide for the health and welfare of its people, to govern its own lands and affairs with sovereign independence and in a manner consistent with its cultural values, and to enhance and diversify its economy for the overall good of the nation. Yocha Dehe's governing body, its elected Tribal Council, is charged with implementing this mission. As a federally-recognized tribe, Yocha Dehe exercises a government-to-government relationship with the United States, as well as with the State of California and local governments, and the Tribe actively engages with outside agencies and officials, local stakeholders and members of the public.

POSITION SUMMARY: Under direction, the Security Engineer is responsible for the testing and screening for security breaches and intrusions using available tools and best practice guidelines.This is the entry level classification in the Security Engineer series. Incumbents will be provided appropriate training in the functions of their area of assignment to enable them to gather, analyze and monitor routine data and formulate recommendations based on established criteria.This classification is distinguished from the class of Security Engineer II in that the technical work assignments of the latter are performed more independently and incorporate more previously learned practices and principles.

ESSENTIAL DUTIES AND RESPONSIBILITIES:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Develops and implements security standards and practices.
  • Recommends security enhancement plans to management.
  • Audits installation of security products, firewalls, encryption programs, SSL certificates, etc.
  • Monitors security appliances and recommends any remediation of security vulnerabilities.
  • Performs advanced computer related duties such as analyzes, troubleshoots, and resolves technical operational problems, installs and maintains security hardware and software.
  • Assists in the review and/or preparation of user’s procedures and documentation.
  • Provides informal and formal training to IT on system’s implementations and operations.
  • Performs in-home network security assessments for Tribal Citizens.
  • Assists with the implementation of enterprise systems including network, server and software with security best practices.
  • Maintains the security of the network and assists with the development of infrastructure plans of Yocha Dehe Wintun Nation networked systems.
  • Installs, documents, maintains, and upgrades security hardware and software.
  • Maintains network availability to meet customer Service Level Agreements.
  • Assists other team members to analyze and resolve complex technical issues relating to hardware, servers, operating system software and other supported systems.
  • Assists with the documentation, implementation and testing of disaster recovery procedures for network and computer systems.
  • Provides project coordination for all security projects, definition and documentation of requirements, development of methods and procedures, project management, development of plans and schedules, resource management and maintenance.
  • Collaborates with representatives from various Yocha Dehe Wintun Nation businesses and governmental units to implement secure technology solutions.
  • Coordinates associated vendor activities and ensures compliance with contracts and with Yocha Dehe Wintun Nation standards.
  • Assists activities of third-party maintenance personnel, when applicable.
  • Maintains user documentation for all security platforms and related business processes.
  • Assists other IT staff members to document and maintain the registration of all software licensing.
  • Performs daily monitoring of security appliances and software with immediate notification of supervisor of any issues or breaches.
  • Designs and implements firewalls, security appliances and security software.
  • Serves as tier 3 Helpdesk support to resolve complex issues.
  • Remediates any identified network security threat using a variety of tools.
  • Conducts network scans to find vulnerabilities and works with team members to remediate.
  • Leads the incident response activities when a breach is detected.
  • Provides management detailed investigation reports after a breach has occurred.
  • Performs other duties as assigned.

Security and Integrity of all Computer Resources
  • Assists in maintaining and testing all security access/login policies and procedures for all systems and recommends security improvements/enhancements.
  • Creates and complies with IT policies to maintain the security and integrity of the computer room and Intermediate Distribution Frames (IDF).
  • Wipes and certifies retired security equipment, when directed.
  • Notifies supervisor immediately of any security breaches.
  • Helps to plan Yocha Dehe Wintun Nation’s information security strategy.

  • Cross-trains IT personnel and other employees, when applicable.
  • Attends educational classes, seminars, and/or workshops and provide an in-service training to IT staff.

Technical Guidance
  • Assists Yocha Dehe Wintun Nation in the selection of network hardware systems.
  • Reviews departmental requests for hardware upgrades and informs department head of usage, cost and availability (provide quotes).

Supervisory Responsibilities This job has no supervisory responsibilities.

Education and Experience Bachelor's Degree in Computer Science from an accredited college or university; or equivalent education/experience in the computer science field. Minimum of four (4) years of related experience in security administration. Experience with support of Virtual Desktops and deployments, required.Must have experience in the following areas; local and wide area networks (WAN), installation, configuration, monitoring and maintenance of security appliances, personal computers and software applications, Microsoft windows configuration, installation, maintenance, support and troubleshooting of TCP/IP networks supporting VoIP telephony, computers and other systems, installation and configuration of Linux based appliances, antivirus and malware-based software solutions, maintaining a 24/7 operation.

Communication and Comprehension Skills Must have excellent communication skills in verbal and in written form. Ability to maintain a high level of accuracy and confidentiality concerning Tribal matters by using tact, diplomacy, and an understanding of the organizational culture, climate, and/or politics. Excellent interpersonal skills in person, by phone and email using professional and courteous etiquette with sensitivity to the diversity of a multi-cultural audience and with cultural sensitivity.Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills Ability to add, subtract, multiply, and divide in all units of measure, using whole number, common fractions, and decimals. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Computer SkillsMust be highly skilled in Microsoft Office applications with the ability to use word processing, multimedia, email, spreadsheets, and database management software. Possesses up to date knowledge in technology in the areas of multi-user computer environments including server hardware, software and support functions. Extensive experience with end user computing devices and software applications. Understands software deployment and strategies.

Certificates, Licenses, Registrations Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver's license, and maintain a driving record that is satisfactory to the Tribe's insurance carrier.A+, Network+, Security+ certifications, Certified Ethical Hacker (CEH) certification, SSCP, GISF Security certifications, CCNP, VCP-NV certifications or related experience preferred, not required.
