3Di is seeking to obtain the services of one (1) Consultant at the level of Senior Information Technology Project Manager (PM) to provide business analysis and agile project management expertise in cloud-based CRM solutions for implementation and consolidation of multiple criminal justice systems that are significant in size and complexity.

DESCRIPTION OF WORK/DUTIESThe Consultant shall work under the direction of a County Project Manager to ensure the successful implementation and consolidation of multiple justice systems using a cloud-based CRM solutionThe Consultant shall perform all of the following duties:Duty 1: Leadership
  • Represent Departmental interests by consulting with and advising stakeholders throughout the project.
  • Plan, coordinate, and lead project meetings to discuss and document project planning, conflict resolution, risk management, and project staffing responsibilities.
  • Establish and communicate performance expectations.
  • Manage and direct project documentation.
  • Present and explain project design, plan, and implementation to project team members and stakeholders.
  • Oversee, direct, and coordinate project activities performed by employees, consultants, contractors, and sub-contractors to meet project objectives.
  • Collaborate with Departmental personnel, inter-departmental personnel, vendors, and County service providers.
  • Direct and interact with project personnel in a professional manner and in compliance with County of Los Angeles and Probation Department policies and standards.
  • Deliver oral reports and presentations about project status, conflicts, resolutions, risk management, and project outlook.
Duty 2: Business Analysis
  • Coordinate and oversee meetings with stakeholders to capture business objectives for the described projects.
  • Elicit and document business and functional requirements using proven business practices and tools.
  • Review business analysis documents to identify and analyze solutions to meet business objectives.
  • Prepare reports and presentations to inform Departmental leadership about the solutions available to meet business objectives; reports must include risk assessments, IT assessments, and cost evaluations.
Duty 3: Project Management
  • Document project objectives.
  • Write clear and concise project documents to include project charters, project plans, work breakdown structures, and any other project management documents as prescribed by Project Management Institute (PMI) standards.
  • Establish job completion and quality of work standards.
  • Establish project metrics to measure and manage work performance.
  • Identify key personnel and defining responsibilities.
  • Establish and communicate project plans with clearly defined tasks, schedules, and resource allocation.
  • Routinely review and update project plans to achieve project objectives within timeline and budgetary limits.
  • Review project designs and collaborate with design teams to address issues/conflicts during all project phases.
  • Routinely disseminate accurate and timely project information to include project status, changes, schedule adjustments, risk management, and conflicts.
  • Plan systems implementation to include end-user training, systems integration, and continued systems support plan.
  • Establish system performance benchmarks for evaluating systems operational health levels.
  • Gather and prepare closeout documents necessary for the turnover of completed systems.
  • Ensure development of systems operational procedures and support plan.
Duty 4: Risk Management
  • Identify project critical paths for proper management of project risks.
  • Identify problems, evaluate trends and anticipate conflicts to create and implement project control measures.
Duty 5: Quality Assurance
  • Ensure inspections of any tangible work that has been completed.
  • Conduct routine project performance reviews to identify and document good practices, risk mitigation, and conflict resolution.
  • Develop and implement procedures for the execution of work, delivering instructions to project team in a timely fashion, and ensuring that the practices exercised are appropriate and efficient for the work being completed.
  • Ensure all contractual obligations are met.
Reporting:
  • Routinely meet with the PD Project Manager to establish tasks and due dates to ensure the requirements of the projects are being met.
  • Work shall be evaluated bi-weekly to ensure that all work is being performed to the described standards.

MINIMUM QUALIFICATIONSThe Consultant must meet all of the following minimum qualifications:1. Salesforce Certified Administrator. Documentation must be provided with bid response.2. Project Management Professional (PMP) Certified. Certification proof must be provided with bid response.3. Three (3) years of experience within the last five (5) years as a Project Manager focusing on cloud-based CRM solutions.4. Four (4) years of experience within the last six (6) years working on projects utilizing agile project management methodologies. Provide an actual document worked on as a sample with bid response.5. Four (4) years of experience within the last six (6) years interacting with various levels of an organization both technical and non-technical to discuss comprehensive solutions. Provide an actual document worked on as a sample with bid response.6. Two (2) years of experience within the last four (4) years using a virtual “white board” to manage sprints/group of tasks. List virtual “white boards” used.7. Four (4) years of experience within the last six (6) years working on cloud-based CRM solutions implementation through the full Software Development Lifecycle (SDLC) using Agile methodology.
