The Department of Health and Human Services, Public Health Division is currently recruiting for a Public Health Nurse to act as the Departments Maternal, Child and Adolescent Health Director. The Maternal Child and Adolescent Health (MCAH) program focuses on improving the health and well-being of reproductive-age women, adolescents, children and their families through a variety of health promotion activities. Goals of the Colusa County MCAH program include: improving exclusive breastfeeding rates; decreasing obesity rates among children and adolescents; reducing the incidence of teen pregnancy; improving the oral health of pregnant women; initiating early prenatal care; reducing unintentional injury by increasing the use of appropriate child passenger restraints; and reducing the risk of Sudden Infant Death Syndrome.

The ideal candidate will possess enthusiasm about working with the target populations, demonstrate the ability to employ creative techniques in engaging community members, and express a commitment to being a productive member of the Public Health team.

SALARY RANGE

Level I: $4,730 - $6,059 per month plus benefits

Level II: $5,223 - $6,689 per month plus benefits

Level III: $5,767 - $7,384 per month plus benefits

The hiring salary range indicated above has six steps with approximately 5% between each step. New employees normally start at step one and after satisfactory performance during a 12 month probationary period, advance to the second step. Thereafter, annual merit step increases are based upon satisfactory performance. Steps 7-15 are additional merit steps (eligibility every two years) with approximately 2.5% between each step.

MINIMUM REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Level I:

Possession of a Bachelors degree in nursing from an accredited college or university

A valid California Registered Nurse License, a valid California Public Health Nurse Certificate

A valid California driver's license

Applicants who have recently graduated from a Baccalaureate Nursing program, and have not taken the NCLEX-RN may apply using a California Board of Registered Nurses (BRN) interim permit (IP). The IP will also serve until they receive their Public Health Certificate. The interim permit is not renewable and is in effect to the expiration date (6 months after issuance) or until the results of the examination are mailed, at which time it becomes null and void. Continued employment is dependent on receiving a passing score on the NCLEX-RN.

Level II:

In addition to the qualifications listed for Public Health Nurse I:

Two years of responsible nursing experience

Level III:

In addition to the qualifications listed for Public Health Nurse I:

Four years of responsible public health nursing experience in addition to general nursing experience

The successful applicant will be required to provide an official Driver Record printout upon acceptance of job offer.

RESPONSIBILITIES AND DUTIES

Important responsibilities and duties may include, but are not limited to the following:

Levels I and II:

Coordinate and schedule clinic activities; order appropriate supplies, medications, vaccines, and health education materials.

Stay abreast of new trends and innovations in the field of nursing.

Participate in the activities and services of county clinics; identify health care needs through physical assessments of patients; assess development level, and nutritional requirements of children and infants; refer to other programs or agencies when appropriate.

Teach and counsel individuals, families, and groups on specific diseases or health conditions, health maintenance, promotion and prevention, or rehabilitation; provide information on health services available to County residents; refer to other health care providers as appropriate.

Perform routine immunizations and vaccines; administer medications; dispense oral contraceptives and prescriptions as required.

Prepare health care plans for children; provide instruction to parents on child health care methods and techniques.

Investigate reported cases of child abuse or neglect; notify law enforcement and protective services; provide counseling to parents and refer to appropriate resources.

Investigate and monitor cases of communicable disease or exposure to toxic substances; obtain specimens and interpret laboratory reports; determine sources to prevent spread of infection or contamination.

Maintain records of activities and operations.

Level III:

In addition to the responsibilities and duties listed above for Public Health Nurse I and II:

Plan, prioritize, assign, supervise and review the work of staff involved in health clinic activities; coordinate and provide staff training.

Prepare and review a variety of reports related to the program including State and local agency reports, billing, and screening reports.

Lead, coordinate, and schedule clinic activities; order appropriate supplies, medications, vaccines, and health education materials.

Attend and participate in professional group meetings.

All Levels: Perform related duties and responsibilities as assigned.

BENEFITS

CalPERS retirement plan, either 3 @ 60 for Classic, or 2 @ 62; deferred compensation plans available with monthly matching employer contributions; paid holiday, vacation and sick leave; paid health insurance, life insurance, dental insurance and vision insurance for employee. If employee elects not to enroll in County insurance and can provide proof of other group health insurance coverage, they may be eligible for a $300 monthly cash in-lieu benefit.
