The Human Resources Analyst position performs a variety of difficult and responsible professional-level technical, analytical, and Human Resources functions including recruitment, classification, benefits administration, research and analysis, labor negotiations, legal compliance, training and employee relations. Under general supervision, this confidential, non-exempt classification requires strong relationship management and customer service skills and comprehensive knowledge of technical HR systems and processes. It is imperative the candidate have strong task management and organization skills, due to the often complex and detailed nature of tasks, as well as flexibility, as frequent interruptions and changes are common. Work requires creativity and resourcefulness to accomplish goals and objectives. Incumbent is expected to demonstrate a high level of independent problem solving and have the ability to maintain a high degree of confidentiality.

The following duties are typical of those performed by the incumbent in this classification; however, other duties may also be required.

Coordinates the recruitment process: posts job openings; screens resumes and applications and identifies qualified applicants; responsible for correspondence to candidates; coordinates a variety of qualifying examinations; maintains files and related documents; monitors hiring process to ensure adherence to legal requirements, personnel policies and applicable employment contracts (MOUs).

Performs duties utilizing a high level of competency in various software including word processing, spreadsheet, database and desktop publishing program; audits and maintains HRIS system; may assist with maintaining the human resources internet and/or intranet site.

Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations; recommends classification and compensation for new or revised positions; analyzes results, proposes solutions, and calculates implementation costs.

Coordinates and assists employees with Court benefit programs.

Provides training to Court employees.

Counsels and assists Court staff with the interpretation and correct application of legal requirements, relevant legislation, personnel policies, procedures and processes; interprets and provides advice and assistance regarding employment issues.

Reviews personnel transactions to ensure compliance with appropriate rules, regulations and MOUs.

May train and provide direction to other Human Resources personnel.

Maintains highest degree of confidentiality and professionalism.

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge abilities would be:

Bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field.

Two (2) years of experience in human resources or a related field.
