The AVP, HR&B for TCCS reports to the Vice President for Finance and Administration/Treasurer for TCCS and has two distinct roles:

to serve as a strategic human resources thought leader for the TCCS organization and

to serve the seven Claremont Colleges by delivering high quality and efficient administrative shared services in employee benefits, specifically in the areas of medical, dental, vision, group life and other voluntary plan benefits; retirement plan administration; and worker’s compensation and disability administration.

TCCS is the shared services organization for a highly regarded cluster of seven independent colleges known as The Claremont Colleges (TCC) located in Southern California. The Claremont Colleges include:

Pomona College (founded in 1887)

Claremont Graduate University (1925)

Scripps College (1926)

Claremont McKenna College (1946)

Harvey Mudd College (1955)

Pitzer College (1963)

Keck Graduate Institute of Applied Life Sciences (1997)

TCCS, founded in 1925, borrowed from the Oxford model, organizing around a library and other common facilities. Today this distinguished cluster of private colleges is one of our nation’s greatest centers of liberal arts, science and engineering education for almost 7,000 students.It is essential that the AVP, HR&B be able to balance both roles, appreciate the differences between the roles, and recognize that this specific role is different from the chief human resource executive role at the seven academic institutions. The primary clients for the administrative shared services are the Chief Human Resource Officers of the Colleges.The Assistant Vice President for Human Resources and Benefits Administration is responsible for TCCS Human Resources. TCCS Human Resources is responsible for partnering with leaders and employees across the TCCS organization to attract, retain, develop and motivate a talented team of unique individuals. The AVP, HR&B will be a key strategic leader advising the TCCS cabinet on human resource thought leadership. The TCCS senior cabinet includes:

TCCS Vice President for Student Affairs,

TCCS Assistant Vice President of Campus Safety,

TCCS Vice President, Finance and Administration,

TCCS Chief Information Officer,

TCCS Director of Human Resources

Dean of the TCC Library and

TCCS AVP for Community Relations and Secretary to The Claremont Colleges, Inc. Council of Presidents, and

TCCS CEO

The AVP, HR&B serves the human resource needs of TCCS and its senior cabinet through leadership and development of human resource staff members including:

Director of Human Resources

Senior human resources business partner

Human resources business partner, and

Human resources assistant

The AVP, HR&B is also responsible for TCC administrative shared services in benefits administration including:

Overall administration of employee benefits plans, including health and welfare benefit plans, and retirement plans

Overall administration of worker’s compensation, voluntary disability insurance, and benefits reconciliation

Direct leadership and professional development of staff, including:

Health and welfare benefit supervisor

Three health and welfare benefit representatives

Retirement services and benefit reconciliation supervisor

Retirement analyst

Two benefits reconciliation representatives

Worker’s Compensation administrator, and

Disability administrator

Essential FunctionsOverall

Serve as special consultant to the Vice President for Finance and Administration, to rethink organizations of human resource services and benefits as a single organization.

Build strong relationships and partnerships with the chief human resource officers of member institutions and other key personnel within each of The Claremont Colleges.

Evaluate staff performance against job descriptions and performance metrics in accordance with established guidelines

Leverage HRIS system and other capabilities to design efficient and effective workflows to carry out the specific tasks

Conduct research on topics requested by TCCS senior management, HRC or BFAC

TCCS Human Resources

Oversee and manage TCCS Human Resources.

Annually reviews and makes recommendations to executive management for improvement of the organization's policies, procedures and practices on personnel matters.

Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.

Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.

Communicates changes in the organization's personnel policies and procedures and ensures that proper compliance is followed.

Assists executive management in the annual review, preparation and administration of the organization's wage and salary program.

Oversees exit interviews to determine reasons behind separations.

Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters.

TCC Benefits Administration

Work with intercollegiate groups of senior Human Resources leaders, Business/Finance professionals and other stakeholders to implement and administer employee benefit plans as an integral part of the total employee compensation package that retains the best talent in order to remain competitive employers in higher education and the general marketplace.

Administrate the portfolio of plans including retirement (defined benefit, 403b and 457), health, dental, vision, life, workers’ compensation, and disability for TCC.

Coordinate benefit plan design by working with TCCS senior management, intercollegiate committees including the Human Resources Committee (HRC) and Business and Financial Affairs Committee (BFAC), internal resources, brokers and consultants to define needs and develop plan options and strategies

Stay current with industry trends in human resource management; also stay current with trends in benefit plan design and management to make recommendations to the HRC and BFAC on cost effective changes which enhance the total benefits program

Oversee the benefits orientation process

Lead and direct the annual benefits open enrollment process

Lead a process of communication to employees regarding annual enrollment, new plans and changes to existing plans (regulatory and other); works collaboratively with TCCS Communications to direct the design and function of benefits communication websites

Organizes staff and processes to effectively carry out the day-to-day operations in managing the approved portfolio of benefit plans and providing services to participants

Coordinate the timing and completion of plan audits with the independent auditor

Stay current on state and federal regulatory changes impacting TCCS in general as well as TCC plan portfolio

Initiate changes to plan documents to meet compliance requirements of ERISA, the Internal Revenue Service, the Department of Labor and state insurance regulators

Direct completion of regulatory reports, including IRS Form 5500, etc.

Negotiate vendor contracts and record keeping agreements

Education

A Bachelor's degree is required, preferably in Human Resource Management, Business Administration or a related field or equivalent experience in human resources with emphasis in benefits administration or in a shared services environment

A Master's degree is preferred, as are specialty certifications in human resources and/or benefits administration

Experience

A minimum of 15 years with increasing responsibilities, including a demonstration of exceptional leadership and management skills covering a broad portfolio

Experience as a Vice President for Human Resources in a private college/university preferred

Experience leading and managing a change and transition effort, specifically related to merging departments together.

Experience in working in a consortium that administers shared services preferred

Experience implementing and managing employee benefit plans and programs including; tax deferred retirement plans, health and health related plans, group life, workers’ compensation and disability insurance plans

Experience engaging multiple stakeholders to lead an RFP process for benefits brokers.

Experience leading, assessing and developing HR and Benefits staffing with various levels of professional experience.

Experience administering and providing oversight for disability and worker’s compensation services.

Experience with shared services and an ability to seek input from “clients” and to adjust/ adapt based on their feedback

Experience with developing and executing short-term and long-term plans that align with the goals and priorities of TCCS and/or the TCC stakeholders

Experience building internal and external cross-functional relationships and partnerships with staff at all levels of an organization

Demonstrated commitment and experience working in an organization that values diversity, equity and inclusion

Required HoursThe regular hours for this full time position are 8:00 a.m. to 5:00 p.m., Monday–Friday. Holiday, weekend and evening work hours may be required.
