Guide the strategy, design, implementation and administration of new benefit programs for The Claremont Colleges along with related benefits communications.

Recommend benefits program enhancements or by studying employee requirements and industry trends.

Demonstrates leadership and expertise in benefit plans design and management for The Claremont Colleges member institutions and affiliates (the “Colleges”), as applicable

Coordinates benefit plan design by working with TCCS senior management, intercollegiate committees including the Human Resources Committee (HRC), Business and Financial Affairs Committee (BFAC), and Retirement Plan Committee (RPC), internal resources, brokers and consultants to define needs and develop plan options and strategies

Stays current with industry trends in plan design and management and supports the AVP HR & Benefits in making recommendations to the HRC, BFAC and RPC on cost effective changes which enhance the total benefits program

Manages the vendor proposal and selection process through internal resources and consultants as necessary

Leads the benefits orientation process for new faculty and staff as requested by the Colleges; evaluates program effectiveness and initiates changes as necessary

Leads and manages the annual enrollment process including setting an enrollment timeline; coordinating meetings with the HRC, BFAC, RPC and faculty representatives to deliver information on plan design, enrollment and performance; conducting research on options and strategies; securing vendor pricing through competitive bidding

Leads a process of communication to employees regarding annual enrollment, new plans and changes to existing plans (regulatory and other); works collaboratively with TCCS Communications to direct the design and function of benefits communication websites

Participates positively and collaboratively with TCCS leadership and staff to promote TCCS services and reputation

Supervision and Administration

Organizes staff and processes to effectively carry out the day-to-day operations in managing the approved portfolio of benefit plans and providing services to participants

Hire, train and cross-train qualified staff to carry out assigned responsibilities

Evaluate staff performance against job descriptions and performance metrics in accordance with established guidelines

Monitor and evaluate the performance of administrative process and take corrective actions when necessary; along with the AVP for HR & Benefits, meet with the Colleges’ human resources and business leaders regularly to review performance of administrative processes and work collaboratively to take necessary corrective actions

Leverage HRIS system and other capabilities to design efficient and effective workflows to carry out the specific tasks required in the enrollment, plan administration and benefit delivery processes

Manage a program of providing excellent customer service to plan participants including one-on-one counseling and answering participant questions

Collaborate with HRC, BFAC, RPC on the design of plan administrative processes; collaborates with Payroll, Controller and Risk Management/Insurance functions to establish seamless and accurate benefits enrollment and payment processes

Prepares agenda and materials for the different intercollegiate meetings (e.g., HRC, BFAC, and RPC)

Ensure that plan participants across the Colleges are enrolled timely and accurately

Manage the maintenance of vendor participant databases to ensure accurate and complete records

Design and regularly update metrics that provide management information about the efficiency and effectiveness of key processes

Manages and performs varied and technical duties relating to retirement which involves compiling information from a variety of sources; preparing and manipulating data for special projects and reports

Prepares financial and statistical records; audits data entry to ensure consistency of data between TCCS information and vendor records/files; researches related technical problems and takes appropriate action to achieve resolution, which may involve Information Technology Services staff and/or vendor technical staff

Monitor and evaluate vendor performance, take corrective actions when necessary and recommend vendor changes to TCCS AVP, HR & Benefits ,

Coordinate the timing and completion of plan audits with the independent auditor

Technical

Directs or conducts technically oriented tasks to maintain the approved portfolio of plans on an ongoing basis

Stay current on state and federal regulatory changes impacting the plan portfolio

Initiate changes to plan documents to meet compliance requirements of ERISA, the Internal Revenue Service, the Department Of Labor and state insurance regulators

Direct completion of regulatory reports, including IRS Form 5500, etc.

Negotiate vendor contracts and record keeping agreements

Conduct research on specific topics as requested by TCCS senior management, the HRC, BFAC, and RPC.

Required Qualifications: The following qualifications must be met in order to meet the requirements:Required EducationBachelor’s degree in Business, Human Resources Management, or a related field or equivalent experiences managing employee benefit plans and programsPreferred Education:Master’s degree in an appropriate field; Certified Employee Benefit Specialist (CEBS)Required Experience:5-7 years of experience administering a broad range of employee benefits programs with increasing responsibilities, which include management of a function or department and supervisory experience, professional experience in leadership and operational roles implementing and managing employee benefit plans and programs including; tax deferred retirement plans, health and health related plans, and group life, insurance plansPreferred Experience:Prior HR, Benefits and Retirement experienceRequired Knowledge and Critical Skills: This position must possess the knowledge, skills and abilities to be able to successfully perform the essential functions of the job or must be able to demonstrate how the essential functions will be performed (with or without reasonable accommodation) using other knowledge, skills and abilities not listed below:Knowledge of and experience in administering and ensuring compliance with applicable California state and federal statutes, regulations and policies related to employee benefit plansExceptional oral and written communication skills as well as proven experience speaking to small and large diverse groups of participants, faculty and managementExcellent relationship building skills and ability to work collaboratively as part of an effective administrative team to reach goals and make decisionOther Competencies of the successful incumbent include:
