SummaryThe position is to supervise and deliver quality behavior health services and care to youth ages 12 to 17 years of age with substance use/chemical dependency/co-occurring problems. Serves actively and constructively as a member of the multi-disciplinary treatment team, supports the organization and program philosophy of care; ensures the safety and wellbeing of each resident. The position provides direct psychological services to the adolescents in treatment. Reports to the Facility Director.ResponsibilitiesWorks together with the Heath Systems Administrator and the Medical management team members to accomplish most administrative activities. Evaluates staff, assures appropriate program staffing, evaluates program quality, productivity, and effectiveness using evidence based outcome measures, and assesses the need to revise or develop additional programs to meet adolescent care needs. Responsible for the operational, procedural, and logistical integrity of the YRTC service components. Works with the Supervisory Management, Clinical Management and Business Management in order to maintain the fiscal health integrity of the California Area Indian Health Service YRTC and operates within budgeted funding. Evaluates and adjusts organizational, position, and staffing levels to accomplish the provision of professional clinical and support services; provides clinical and technical expertise as needed; plans workload and establishes schedules for completion of work; assigns resources based upon clinical and service priorities and program capabilities. Tracks progress of and quality of work performance of subordinates and contractors. Ensure census targets are achieved to avoid extended wait times for treatment services. BASIC REQUIREMENT(S):Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:For GS-13, Candidates must have had 52 weeks of specialized experience equivalent to at least the GS-12 grade level. Specialized Experience: Experience providing wide range of complex clinical psychological services including evaluation, diagnosis, referral, psychotherapy, crisis intervention, and specialized treatment modalities for mental health problems of children, adolescents, adults and families. Serve as consultant for high acuity (crisis) patients regarding level of care dispositions based on direct patient examination or case consultation. Selective Factor: In addition to the qualification requirements, to be rated basically qualified for the position, applicants must demonstrate possession of the following knowledge, skills, and abilities (KSAs). Verification of a current, valid, active, unrestricted license in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is required when filling all positions for Clinical Psychologist. Public Health Service (PHS) Licensure Policy: Each PHS clinical psychologist must possess and maintain a valid, current, unrestricted licensure or certification in a State. The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
