Here at Blue Shield of California, we are striving to make a positive change across our industry and the communities we live in - join usYour RoleReporting directly to the Sr. Director of Data Services & Solutions (Part of the Data & Analytics team under the IT organization), the Senior Manager, Data Governance & Quality is a critical part of Blue Shield's data-driven transformation journey and journey of transforming the world of Healthcare. The Data & Analytics team focuses enterprise-wide to partner with business stakeholders to apply the power of data & analytics to deliver new insights and data-driven solutions to accelerate business outcomes. Data is the foundation of our business; this role is currently positioned as the leader of the Enterprise Data Governance team, whose objectives are to institute policies, procedures, and tools to ensure that this critical company asset - its data - can be trusted and used both throughout the organization and with our partners and regulators. This Senior Manager role and associated team will work both within IT and across the Enterprise including multiple Business partners, Privacy, Security, and Data Engineering to build and maintain a solid data foundation.Your Work- Establish and manage a cohesive enterprise data governance strategy comprising of, but not limited to, data definitions with accompanying accessible catalogs/dictionaries; establish and communicate "single source of truth"; business and technical data owners defined and maintained; data lineage understood and documented; service-level agreements for data refresh, and data quality rules and associated alerting workflows implemented
- Maintain and improve effectiveness and efficiency of information/data sharing protocols with parties outside of Blue Shield, e.g. regulators, partners, etc - including both inbound and outbound data
- Key partner in data classification and data access procedures & entitlements, including the managing of sensitive personal health information data
- Understand and draw upon industry best practices for data governance
- Stay abreast of any external regulations re: data handling
- Ensure clarity of team goals and create continuous team development opportunities for career growth and execution excellence
- Bachelor's degree or higher preferred
- At least 10 years experience with or leading data governance initiatives in multi-functional environments; understands data collection, storage, usage and how to create processes and use technology to scale governance initiatives, increase effectiveness, and reduce risks
- 8-10 years of experience leading teams in a technical space
- Knowledge of data management tools such as Informatica, Collibra, Alation, etc preferred
- Familiar with working in both on-premise and cloud-based environments
- Able to work with analytical and technical data management teams to achieve governance objectives
- Clear communicator; ability to succinctly assemble and communicate/present status updates or recommendations or other key messages to audiences ranging from middle management to senior executives
- Experience with communication and collaboration tools like Slack, Jira, MS Office suite, Tableau, etc.
- Extremely organized and able to simultaneously manage multiple priorities across multiple tracks of work
