Raytheon Intelligence and Space (RIS) is seeking a Subcontract Specialist to join their team within the Resilient Navigation & Reconnaissance Solutions Product Line. The Subcontract Specialist will: Perform procurement and supplier management functions in support of U.S. Government and Commercial (Domestic and International) subcontracts
Administer and manage FFP/Cost Type subcontracts/inter-organizational transfers
Manage the overall sourcing and procurement activities from development through production and final contract close out
Manage tactical and strategic aspects of supplier relationships
Monitor and Manage incoming supply of materials to fully support MRP and independent demand; includes interface with functional and internal support organizations, such as Integrated Product Teams (IPT), Engineering, Production Control, Operations and Material Program Managers, and Program Office
Develop supply chain strategies and alternatives
Develop solutions to problems that require a high degree of ingenuity, creativity, and innovation
Perform risk analysis including identifying risks, opportunities, potential impacts, and mitigation plans
Lead the supplier management team and be the focal point for subcontractor performance including but not limited to:
RFP generation
Adequacy of requirements flow-down
Purchase requisition and Statement of Work
Development of negotiation strategy and lead multi-functional negotiation teams
Negotiation of price, delivery, payments and all contractual terms
Purchase order Placement and maintenance
Earned Value Management; Milestone monitoring and completion assessments
Compile and evaluate trend analysis
Perform Price and Cost Analysis
Work with speed and accuracy in a fast paced environment in order to drive tasks to completion
Required Skills:
Minimum 2 years Supply Chain experience in Department of Defense procurement/subcontract management
Knowledge of FAR/DFAR
Project management skills
Self-starter with the ability to work autonomously
Strong verbal and written skills
Proposal experience presenting and preparing
Experience with negotiation of price / cost, schedules, and terms and conditions
Familiarity with contract types to include FFP, CPFF, CPAF, CPIF and IDIQ
Experience with Microsoft Office Suite
Ability to travel domestically/internationally less than 10%
Familiarity with Long Term Agreements, Non-Disclosure Agreements, Best Value Source Selection
Ability to obtain and/or maintain a US Government Security Clearance
Desired Skills:
Experience with Price and Cost Analysis
Direct experience in awarding and managing Cost type subcontracts
Six Sigma and productivity improvement experience
Experience working in an Integrated Product Team environment
Knowledge and experience purchasing complex assemblies for military applications
Required Education:
Completed Bachelor’s degree is a minimum requirement to be considered for this role.
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
