Under the general direction of the Director, responsible for contract management and implementation of generation and transmission interconnection projects, and independently identifies and resolves complex issues and specialized technical queue information. Acts as a liaison with Interconnection Customers, Participating Transmission Owners and/or CAISO staff to ensure information provided to interconnection customers is correct, validates generation technical data, interconnection milestones are implemented consistent with the agreement, and transmission upgrades required for the generation project to energize are on track. Manages the generation interconnection contracts, performs data validation, and provides the CAISO and interconnection customers with timely status of project implementation.

What You Will Be Doing

  • Administers the CAISO Tariff as it pertains to the management of the generation interconnection queue, working directly and independently with CAISO, interconnection customers and PTO staff as required, including analysis and implementation of generator interconnection agreement modifications, analysis of agreement suspension and breach, and routinely works with legal and at times with management to provide recommendations regarding issues associated with generation interconnection projects.
  • Responsible for tracking and ensuring all executed interconnection agreements are meeting milestones with the proper documentation and analysis. Administers the processing of tracking milestones for the generation interconnection agreements, including monthly/quarterly status reports, and notifications to the interconnection customers and the PTOs.
  • Coordinates directly with the PTOs and interconnection customers to reconcile project status providing status reports as on schedule or as requested. Attends meetings, tracks project status and handles client communications.
  • Responsible for maintaining the accuracy of identified data fields in the resource interconnection management system (RIMS) to track CAISO Tariff compliance. Provides business process analysis and modeling to develop new or improve existing processes and procedures. Researches, collects and provides informational and management reports on project status, schedule, and scope of new generation resources and required transmission upgrades for the generation project for management and external stakeholders.
  • Provides expertise regarding interconnection procedures including ISO Tariff Section 25, Appendices S, T, U, V, W, Y, Z, BB, CC, DD, EE, FF, HH and associated business process manuals. Identifies and corrects discrepancies that may exist within the ISO Tariff, business process manuals, or other regulations.
  • Develops systems and methods for processing, tracking and auditing processes and documents to ensure tariff and internal department requirements are met, and provides training and administrative support as required.

Qualifications

Level of Education:

ABachelor's degree (BA, BS) or equivalent education, training and experience.

Discipline: Engineering, Project Management, Business, Legal or other related discipline.

Amount of Experience: Two (2) or more years related experience.

Amount of Experience: Experience in interconnection of generation projects and transmission facilities. Experience in project management where multiple projects were managed at the same time, obtaining results through a project team, preferably in the electric utility industry. Experience with implementing tariff procedures/requirements and interpreting tariff language. Proven general customer service experience and abilities in guiding customers through tariff procedures/requirements. Experience creating and implementing tracking procedures and streamlining process techniques is desirable. Experience in the electric utility industry is desirable.

Other: Ability to represent the company in a professional and effective manner, knowing when to make decisions on their own and when to seek management and legal guidance. Strong writing, communication, persuasion/negotiation, multi-tasking and documentation skills required, with a demonstrated attention to detail. Ability to use deductive reasoning and analytical thinking with sound judgment and decision-making skills. Ability to manage confidential and sensitive information and documents in a professional manner. Must be able to work effectively in a team environment as facilitator and team member. Must be able to handle a dynamic and changing work environment managing numerous projects at the same time and be able to work well independently. Strong in Microsoft Software, including Project, Visio, Word, Excel, Power Point, and Outlook knowledge is required, experience with Case Wise is highly desired. May be a high-profile position including department delegate responsibilities and acting as department’s liaison between internal and/or external clients.
