DEFINITION: Under direct supervision, performs a variety of technical and clerical personnel work involving the application of technical personnel principles and procedures in the areas of recruitment and selection, classification and compensation, payroll, training and development, employee and labor relations, employee benefit coordination, leaves of absence and accommodation, records management and other personnel functions; and performs related work as required.

Confidential status means that this classification assists and acts in a confidential capacity to persons who formulate, determine, and effectuate management policies in the field of labor relations.

DISTINGUISHING CHARACTERISTICS: Incumbents in the Human Resources Technician series are responsible for assisting in the delivery, development, and maintenance of the Court's personnel system; providing technical assistance in resolving personnel issues; and providing administrative and technical support to higher-level staff. Successful performance of the work requires well-developed clerical skills, knowledge of the basic concepts of personnel administration, compensation and payroll skills, and the ability to learn and interpret Court policies and procedures, collective bargaining agreements, and federal and state regulations. Incumbents must exhibit a high degree of maturity, integrity, and good judgment, and have the ability to interact in a professional manner with employees at all levels in the organization, outside agencies and members of the public.

The Human Resources Technician I - Confidential is the entry level classification in this series and differs from the Human Resources Technician II - Confidential position in that assignments at the I level are subject to close supervision and review.

The Human Resources Technician II - Confidential is the experienced level classification in this series and differs from the Human Resources Technician III - Confidential position in that incumbents at the II level are expected to perform assignments independently with a minimum supervision. This class differs from the next higher level of Human Resources Technician III - Confidential in that incumbents at the III level perform the most complex, difficult, critical and technical work in the series.

REPRESENTATIVE DUTIES:

The information listed below is meant to serve as samples of job duties and responsibilities for positions in this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed. Consequently, this information does not reflect Essential Functions for any given position in this classification.

1. Reviews personnel and benefit documents and transactions for completeness, accuracy and compliance and processes accordingly.

2. Reviews biweekly payroll to ensure accuracy; investigates and resolves payroll issues, prepares payroll adjustments, and reviews and processes routine payroll transactions.

3. Reviews benefit invoices for accuracy.

4. Maintains personnel data systems and data bases, prepares and maintains statistical information for various personnel functions, and maintains the personnel file system.

5. Answers routine questions, provides information, and assists employees with procedures regarding personnel policies and programs, job opportunities, employment processes, salary schedules, payroll and timekeeping, employee benefits and related areas.

6. Assists in the planning and execution of recruitment activities including publicity development and dissemination, interview question development, evaluation of applications for completeness and acceptability, and the scheduling of examinations and interviews.

7. Administers oral, written and performance-based examinations.

8. Assists with employee orientation and training programs; coordinates special events or programs; may participate as a member of various personnel-related committees.

9. Assists with the administration of leaves of absence, requests for accommodation, and ergonomic assessments.

10. Provides assistance for a variety of on-going and special projects.

MINIMUM QUALIFICATIONS:

Education: Possession of an Associate's degree, or 60 semester units, from an accredited college or university with major coursework in business administration, human resources, political science, public administration or related field.

AND

Tech I - Experience: Four years of increasingly responsible clerical administrative experience, with at least one year of paid work experience in a human resources setting.

OR

Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities listed above as determined by the Court Executive Officer.

License: Possession of valid Class "C" California Driver's License may be required.
