DEFINITION:

Under the administrative direction of the City Engineer, to plan, organize, schedule, direct, and review the functions and activities of the City's Engineering Division; to perform a wide variety of the most complex engineering assignments; to be responsible for the design and inspection of Public Works projects; to review and approve development plans including subdivisions, building permits, encroachment permits, and specialty projects; and to do related work as required.

EDUCATION AND EXPERIENCE:

Education equivalent to graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering is required. Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the requisite knowledge and abilities would be eight (8) years of increasingly responsible professional engineering work experience involving public works, community development, planning, design and construction, grant administration, and economic development activities, including at least three years in a supervisory or management capacity. Demonstrated ability to communicate technical information effectively with a governing board, coworkers and the public.

SPECIAL CHARACTERISTICS

This is an "At Will" position. Employment may be terminated by either the employee or the City at any time, with or without cause.

This position is classified as FLSA exempt under the Executive (Managerial/Supervisory) and Professional Exemption.

EXAMPLES OF DUTIES

Plans, organizes, assigns, supervises, and reviews the work of the City's Engineering Division; prepares reports and makes presentations to the City Council and Planning Commission on improvement projects and other technical engineering matters; meets with local builders, contractors, and developers to provide information regarding available utilities and requirements for sewage, water, storm drainage, and streets; reviews drawings and plans for new subdivisions and developments; prepares cost estimates for special projects such as off site improvements for new industries and upgrading of municipal parks; responds to citizen complaints; serves as City Traffic Engineer making traffic studies and developing traffic control procedures; monitors the development of City drainage facilities; develops and updates standard construction details; oversees engineering field inspections on projects; prepares and negotiates change orders with contractors; monitors work progress; processes partial payments; estimates percentage of project completion; chairs pre construction meetings; oversees the preparation of legal property maps and descriptions; administers bidding for Public Works contracts; assists with the development of specifications for projects; prepares periodic Division activity reports; participates in the City's Development Review process; checks structural design calculations and engineering design of proposed drainage and sewage facilities; serves as the Citys Flood Plain Manager; manages, recruits and evaluates junior engineering staff; Represents the City Engineer in a variety of capacities including county wide committees, private development, Federal and State Agencies, and other planning and financing of public works projects; coordinates and monitors soil testing; provides a variety of technical engineering advice and assistance for other City staff.
