We serve over 3,200 children, adolescents and adults with developmental disabilities yearly through our Early Start and Respite programs, independent living services, transportation, counseling and residential services. Home of Guiding Hands is seeking a Human Resources/Office Manager to join the team! The Human Resources/Office Manager performs professional level duties in some or all of the following areas: benefits administration, employee relations, training, performance management, policy implementation, employment, labor relations and employment law compliance. In addition, this position provides administrative support to Respite Services in Imperial Valley

ESSENTIAL HR DUTIES & RESPONSIBILITIES:

-Assists in the recruitment process to include: posting ads, completing initial screen/interview, conducting reference checks, criminal background checks, making job offers, etc.

-Schedules and participates in New Hire Orientation.

-Process employee records and documents in accordance with prescribed procedures: new hire, terminations, I-9 documents and use of e-Verify, and other company forms as assigned.

-Ensure compliance with applicable federal and/or state laws, regulations, agency rules, policies and procedures.

-Maintains Human Resources Information System and produces reports.

-Maintains employee personnel files and medical files “ file on a regular basis.

-Responds to employment verifications as assigned.

-Partners with employees and management to communicate various human resource policies, procedures, core values, laws and other government regulations.

-Responds to employee relation issues such as employee complaints, harassment allegations, claims of discrimination, etc. as directed.

-Responds to and represents HGH in unemployment claims.

-Facilitates and / or provides training (including new-hire orientation) to the workforce.

-Actively participates in employee recognition programs and coordinating employee events.

-Distributes and monitors employee performance evaluations and disciplinary notices and ensures all are completed in a timely manner.

-Reports, maintains and monitors workers compensation case files; follows up on open cases;

-Conducts exit interviews, analyzes data and makes recommendations to the management team for corrective action and continuous improvement.

-Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellations or changes.

-Manages annual open enrollment communication and election process.

-Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution.

-Manage the administration of leaves of absence, workers compensation and HGHs return to work program.

-Process voluntary and involuntary separations.

-Carries out employee incentives and activities as directed.

-Processes voluntary and involuntary terminations.

-Travel to HGHs San Diego office at least twice per month.

ESSENTIAL RESPITE DUTIES & RESPONSIBILITIES:

-Send travel files and provide updates to workers. Follow-up on potential matches.

-Train and assist workers on Paycom.

-Assist with payroll; edit, contact workers about corrections, assist staff at office, troubleshoot via phone and email.

-Monitor and follow-up on employee skills “ check for expired skills and send reminders.

-Reach out to inactive employees.

-Send mailings to workers without email addresses and follow up about emails undeliverable.

-Enter intake information into Access database and file intake folders. Create new intake folders.

-Type and send family welcome letters to clients.

-Inform families of any changes in authorizations. File authorizations.

-Complete service verifications - document responses from families, make corrections to hours, document on disciplinary tracker if there was an employee error.

-Inform families if they are under 10 hours or out of hours via phone.

-Complete administrative tasks “ make folders (pre-employment, intake, orientation packets and take-home packets), file authorizations, update employee and client trackers, file service verifications, maintain office supplies, make copies.

Education and Experience Required:A bachelors degree and at least two (2) years experience in a human resources generalist/management role; SHRM Certified Professional or SPHR/PHR Certification preferred.
