Job Description We have an opening for an Information Technology Manager to lead a team of employees who provide desktop computing, server infrastructure, and cyber security services to more than 1000 employees who work for the directorate. You will provide oversight of a budget and lead computing initiatives on unclassified and classified level networks and will also have the opportunity to engage in programmatic work. This position is in the Information Technology Operations (ITO) Division supporting Global Security within the Computing Directorate.

Business needs dictate that this position requires an on-site presence multiple days a week. Therefore, telecommuting options will be limited.

This position will be filled at either the SEL.3 or SEL.4 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will
  • Programmatically supervise an IT staff consisting of over 40 employees and manage an overall budget of approximately $6M.
  • Provide strategy, vision, and technical leadership to the IT team to effectively manage GS's IT environment, ensure programmatic mission delivery and successful implementation of technology standards.
  • Routinely interact, collaborate, partner, and work effectively with GS senior management and CIO program management to identify and prioritize IT business needs and use them to drive strategy and improve IT service delivery.
  • Serve as the Responsible Manager for the integrated Secret National Security Information (iSNSI) network and ensure compliance with all cyber security mandates.
  • Conduct in-depth analysis of new technologies and trends that will improve collaboration and provide cost effective solutions across GS and LLNL.
  • Conduct operations and business management in compliance with LLNL policy and procedures, and applicable laws and regulations, ensuring work activities are conducted safely and securely.
  • Ensure on-going NNSA compliance requirements and audits are conducted successfully including preparation, execution, and post audit action items.
  • Perform other duties as assigned.

Additional job responsibilities at the SEL.4 Level
  • Guide and provide strategic direction in establishing processes for developing, verifying and fielding project solutions that meet customer needs and requirements.
  • Provide solutions to complex, and/or sensitive issues/problems where the solution path is not known ahead of time.
  • Responsible for strategic planning efforts, and succession planning on long range goals, working with GS senior management.
Qualifications
  • Ability to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Computer Science with demonstrated knowledge in Business, or Business Management with demonstrated knowledge in the Information Technology field, or the equivalent combination of education and related experience.
  • Advanced knowledge of modern IT technologies and trends related to computer operations (e.g., capacity planning, system performance analysis).
  • Experience managing and leading a technical organization, including knowledge of strategic planning and organizational dynamics, along with a demonstrated ability to delegate effectively and to lead, motivate, and build complex interdisciplinary teams to work toward programmatic and institutional goals.
  • Ability to work effectively as part of a management team.
  • Experience in managerial and financial practices and the ability to balance complex technical and budgetary priorities to achieve desired results.
  • Advanced problem-solving, analytical, technical, organization, and management skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions; as well as the demonstrated ability to use independent judgment in making decisions based on aggregate information and the recommendations of others which significantly affect the ability of the organization to achieve its overall objectives and long-range goals.
  • Successful record of accomplishments that include utilization of best business practices and judgment, holding individuals accountable, cultivating innovation and risk-taking, as well as a commitment to constructive change and improvement.

Additional Qualifications at the SEL.4 Level
  • Highly effective written and verbal skills to convey technical strategy, plans, and processes to work across all levels of management and staff, as well as the ability to explain and present ideas, and to influence employees and all levels of management.
  • Advanced skills in problem resolution, negotiation and leadership including the ability to work, coach, mentor, and communicate effectively with others.

Qualifications We Desire
  • Master's degree in Computer Science with demonstrated knowledge in Business Management, or Master's in Business Management with demonstrated knowledge in the Information Technology field, or the equivalent combination of education and related experience.
  • Substantial experience working in a classified computing environment.
  • Substantial experience with LLNL programs and the role of discipline support organizations, as well as a comprehensive understanding of LLNL/LLNS and DOE/NNSA policies and procedures.
