Job Description We have an opening for a Deputy Division Leader to take an active role in the leadership and management of a highly skilled division of hardware and software engineers that develop innovative and complex solutions in support of the Global Security (GS) Principal Directorate and its missions, plus Climate, Bio, and Security and Protection. This position is funded at the 20% level and requires you to have a position in a related technical role for the remainder of your assignment. This position is in the Global Security Computing Applications Division (GS-CAD) in Computing.This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.In this roleyou will- Manage hiring activities including development of job postings, streamlining the interview process, and providing consistency in the leveling of jobs and salaries across the division.-
- Establish new recruiting pipelines to provide a qualified and diverse workforce centered around customer service and technical aptitude.-
- Develop staffing pipelines and recruitment strategies in collaboration with group leaders, management, recruiters, and matrix organizations to support theGS-CAD missions. Mentor group leaders and interview panel members to conduct hiring activities in compliance with LLNL policy and applicable laws and regulations.
- Serve as a member of the Computing Directorate's workforce team and be involved with strategic planning activities related to recruiting, staffing and retention, and strategic hiring initiatives.
- Serve on GS-CAD Division, Computing Directorate, and Laboratory committees.
- Work with the Division Leader and Group Leaders to support GS-CAD staff with program placement, career development, performance management and assessments, and retention strategies.
- Provide strategic technical advice in a breadth of computational subject areas to employees, customers, and management.
- Identify and execute GS-CAD long-term staffing and training needs to align withGS-CAD programs and industry trends.
- Perform other duties as assigned
- Develop solutions to highly complex and/or sensitive issues/problems that require innovative approaches and/or technologies that may not yet exist.
- Support management in attracting and retaining projects, programs, funding, and staff, providing strategic direction as a scientific/technical leader.
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor's degree in Computer Science, Information Systems, Business, or related field, or the equivalent combination of education and related experience.
- Expert knowledge of technical topics such as Object-Oriented software development, Data Science, DevOps, systems analysis, cyber security, or Windows or Linux system administration.
- Significant experience with hiring activities including the technical review process for recommending employee job classification levels.
- Substantial experience developing and implementing creative solutions to a diverse range of complex technical problems.
- Substantial experience contributing within a technical organization or IT management team, including knowledge of strategic planning, budgeting, and organizational dynamics.
- Substantial experience effectively mentoring, developing, leading, and managing multi-disciplinary project teams to meet deliverables.
- Expert level communication and interpersonal skills necessary to effectively explain, present, and influence ideas to employees at all levels of management.
- Advanced knowledge of LLNL programs and the role of discipline support organizations.
- Significant experience contributing to and being a part of the LLNL's IPPP processes.
- Master's degree in Computer Science, Information Systems, Business, or related discipline, or the equivalent combination of education and related experience.
- Expert knowledge and extensive experience applying personnel policy and procedures in a wide array of situations dealing with hiring activities and personnel management.
- Expert level experience in a primary computational programmatic leadership role, such as leading software development or IT support teams.
- Matrixed personnel management experience.
- Broad knowledge of the program areas supported by GS-CAD.
- An active technical assignment in GS, Climate, Bio, or Security and Protection.
