Nurse IV, is accountable for primary assistance to the Associate
Director for Patient Care Services (ADPCS) for the delivery of
nursing care and management of nursing personnel and resources of
the Critical Care areas which include Intensive Care Unit (ICU),
Emergency Department (ED), Operating Room (OR), Post Anesthesia Care
Unit (PACU) and Short Stay Unit (SSU).Learn more about this agencyResponsibilitiesThe ACNS assists the Deputy Nurse Executive (DNE) in the
organization and administration of the Nursing Service or other
services/care lines to provide an optimal, achievable quality of
nursing care and maintain optimal professional conduct and practice
of nursing personal. The ACNS directs care for patients generally
ranging in age from 17 through the geriatric years, taking into
consideration diagnoses and physical, psychosocial, spiritual, and
cultural needs. The ACNS is responsible and accountable for the
coordination and evaluation of integrated programs that cross
service and/or discipline lines. The ACNS is directly responsible to
the DNE, and accountable to the ADPCS and collaborates with the
other ACNSs among other supervisory personnel. The ACNS/CC executes
position responsibilities that demonstrate leadership, experience,
and creative approaches to management of complex client care in ICU,
OR, PACU, SSU, and the ED. The incumbent plans for optimum nursing
care in accordance with the overall plan of Nursing Service and/or
other services/care lines. Supervises nursing care to provide
coverage and continuity of care by receiving daily reports of
nursing activities and conditions of patients from Nurse Managers
and Off-Shift Supervisors. Assists the ADPCS in assessing the
nursing care delivery system at the Medical Center. Assists in
establishing a climate within Nursing Service and/or other
services/care lines that promotes optimum care for patients.
Demonstrates a high level of skill in supervising and guiding staff
in the delivery of care for patients with various diagnoses and
changing conditions, which may require specialized care. Guides
staff in the planning, provision, documentation, and evaluation of
patient care
outcomes. Uses creative problem solving in the resolution of complex
clinical and administrative problems.
Uses specialized expertise to assess, design, measure and/or
evaluate broad programs or clinical practice. Utilizes current
trends and relevant theory to identify and analyze problem areas in
programs or practice. Promote continuity and accountability of
patient care by communicating relevant information with team

QualificationsTo qualify for this position, applicants must meet all requirements

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed
when it is not possible to recruit qualified citizens in
accordance with VA Policy.
- Graduate of a school of professional nursing approved by the
appropriate State-accrediting agency and accredited by one of
the following accrediting bodies at the time the program was
completed by the applicant: The Accreditation Commission for
Education in Nursing (ACEN) or The Commission on Collegiate
Nursing Education (CCNE). In cases of graduates of foreign
schools of professional nursing, possession of current, full,
active and unrestricted registration will meet the requirement
of graduation from an approved school of professional nursing.
OR The completion of coursework equivalent to a nursing
degree in a MSN Bridge Program that qualifies for professional
nursing registration constitutes the completion of an approved
course of study of professional nursing. Students should submit
the certificate of professional nursing to sit for the NCLEX to
the VA along with a copy of the MSN transcript. (Reference VA
Handbook 5005, Appendix G6) OR In cases of graduates of
foreign schools of professional nursing, possession of a
current, full, active and unrestricted registration will meet
the requirement for graduation from an approved school of
professional nursing.
- Current, full, active, and unrestricted registration as a
graduate professional nurse in a State, Territory or
Commonwealth (i.e., Puerto Rico) of the United States, or the
District of Columbia.Preferred Experience:
- Master's degree in nursing - Required, or Doctoral degree
-preferred
- National Certification CEN/CNOR/CCRN preferred
- A minimum of five (5) years of full-time professional nursing
administrative leadership role, practicing in a variety of
nursing settings, including previous supervisory positions in
progressively more responsible leadership assignments exhibiting
substantial and continuous responsibility and accountability for
population groups or integrated programs that cross service
and/or discipline lines and influence organizational mission and
health care is strongly desired.
- Demonstrated success in planning and activating new
units/programs, with demonstrated leadership in formulating new
policies/practice protocols and in preparing programs for
accrediting body reviews, such as Joint Commission
- Demonstrated leadership serving as an expert in developing
methodologies that lead to improved critical care outcomes
provided by continual oversight and program evaluation of the
following;
- VA Surgical Quality Improvement Program (VASQIP)
- AACN Scope and standards for Critical Care Nursing Practice
- Emergency Disaster Preparedness DrillsGrade Determinations: The following criteria must be met in
determining the grade assignment of candidates, and if appropriate,
the level within a grade:
- Nurse IV - Master's degree in nursing or related field with BSN
and approximately 4-5 years of nursing practice/experience; OR a
Doctoral degree in nursing or related field and appropriate
basic or advanced certification desired, and approximately 3-4
years of nursing practice/experience.
- Nurse V - Master's degree in nursing or related field with BSN
(or a Bachelor's degree in a related field) and approximately
5-6 years of nursing practice/experience; OR a Doctoral degree
(preferred) in nursing or related field and appropriate basic or
advanced certification desired, and approximately 4-5 years of
nursing practice/experience.Reference: VA Regulations, specifically VA Handbook 5005, Part
II, Appendix G-6 Nurse Qualification Standard. This can be found in
the local Human Resources Office.Physical Requirements: Position at times requires heavy lifting
(45 pounds and over), heavy carrying (45 pounds and over), straight
pulling (4 hours), pushing (4 hours), use of fingers and both hands,
walking and standing 8-12 hours, repeated bending 8 hours, both legs
required, ability for rapid mental and muscular coordination
simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to
4, far vision correctable in one eye to 20/20 and to 20/40 in other
eye, depth perception, ability to distinguish shades of colors, hear
(aide permitted). Transferring patients and objects required. The
incumbent may be exposed to infected patients and contaminated
materials and will be required to don protective clothing in
isolation situations or operative/invasive procedures. The incumbent
may be exposed to patients who are combative secondary to delirium,
