(M.S., MBA, MHA, MPA OR Equivalent) is preferred but not required.
The incumbent must have prior managerial and leadership experience.
The incumbent is the operational consultant for the Chief, Pharmacy
Service Line.Learn more about this agencyResponsibilitiesThe incumbent ACIC plans, directs, and coordinates comprehensive
pharmacy activities with the Chief, Pharmacy Service Line and the
Associate Chief, Outpatient at the Loma Linda VA Health Care System
(LLVAHCS) and Community Based Outpatient Clinics (CBOC), and
Ambulatory Community Center (ACC). The incumbent will plan, direct
and coordinate comprehensive pharmacy activities with the Chief,
Pharmacy Service Line at the LLVAHCS, CBOC, and ACC. LLVAHCS
specializes in numerous unique treatment programs including the
Community Living Center (CLC), which provides specialty care in
rehabilitation, Long Term and Hospice/Palliative Care. The ACIC is
responsible for operations for all facets of Inpatient; Inpatient
clinical programs and provides support to specialty medical programs
such as medical and surgical intensive care unit, mental health,
research, hospice/palliative and CLC. The Associate Chief has
administrative and supervisory responsibility for program managers,
supervisors, pharmacists, and Pharmacy technicians. The individual
will report directly to the Chief of Pharmacy and will plan, direct,
and coordinate comprehensive pharmacy activities with the Chief.Duties include, but are not limited to:
In addition to the basic requirements, the incumbent pharmacist must
demonstrate all the following knowledge and skills: Ability to plan,
organize, direct, and supervise the functions of pharmacy staff;
ability to provide effective leadership; ability to provide
effective program management; and the ability to provide effective
human resources management. The pharmacist must demonstrate: skills
in persuading others and gaining cooperation to accomplish goals;
understands and keeps up to date on local, national, and
international policies and trends that affect the organization and
influences stakeholders' views; ability to manage human, financial
and information resources strategically; ability to deal effectively
with pressure; remain optimistic and persist even under adversity.
Duties include procuring, dispensing and maintaining proper records
of all pharmaceuticals, including controlled substances and
investigational drugs and ensuring compliance of these programs with

Basic Requirements:
- United States Citizenship: Non-citizens may only be
appointed when it is not possible to recruit qualified citizens

- Education: Graduate of a degree program in pharmacy from an
approved college or university. The degree program must have
been approved by the American Council on Pharmaceutical
Education (ACPE), or prior to the establishment of ACPE, have
been a member of the American Association of Colleges of
Pharmacy (AACP). Graduates of foreign pharmacy degree programs
meet the educational requirement if their degree is found to be
equivalent to degree programs recognized by the ACPE. This
finding may be based on any of the following: a) A letter of
acceptance into the U.S. graduate pharmacy program recognized by
the ACPE, b) written certification from the Foreign Pharmacy
Graduate Examination Commission that the individual has
successfully passed the Foreign Pharmacy Graduate Examination,
or c) a letter from a U.S. college or university with a pharmacy
degree program by ACPE stating that the individual's foreign
pharmacy degree has been evaluated and found to be equivalent to
its Bachelor of Pharmacy degree or higher.
- Licensure: Full, current and unrestricted license to
practice pharmacy in a State, Territory, Commonwealth of the
United States (i.e., Puerto Rico), or the District of Columbia.
The pharmacist must maintain current registration if this is a
requirement for maintaining full, current, and unrestricted
licensure.Grade Determinations:
- Specialized Experience: GS-14: Completion of the equivalent of
one (1) year of creditable experience which is equivalent to the
next lower grade level (GS-13) in the federal government which
is directly related to the position to be filled or an advanced
degree in a health care related field (e.g., MSHA, MBA, MPH,
etc.).
In order for this experience to be creditable, the experience
must demonstrate the following knowledge, skills and
abilities:
(1) Utilization of negotiation skills to influence clinical and
management decisions;
(2) Ability to effectively communicate orally regarding complex
clinical and technical issues;
(3) Ability to effectively communicate in writing regarding
complex clinical and technical issues;
(4) Skill in utilizing regulatory and quality standards to
develop and implement operational programs;
(5) Skill in managing multiple and diverse people/programs;
(6) Skill in utilizing available resources to support the
missions and goals of the organization; and
(7) Skill in planning, organizing, and directing the functions
and staff of an organization.Preferred Experience: Best Qualified Candidate): Completion of
Doctor of Pharmacy degree from American Council on Pharmaceutical
Education (ACPE) accredited College of Pharmacy; Completion of
American Society of Health-System Pharmacist (ASHP) accredited
Pharmacy Residency; Additional critical care or acute cardiology
pharmacotherapy experience with direct patient care activities and a
