The primary purpose of this position is to serve in a developmental capacity performing assignments designed to further develop applicable analytical, evaluative, and technical skills. Participates in formal and on-the-job training planned to prepare for advancement to the target level of GS-10.ResponsibilitiesDevelops goals and objectives, reviews and revises policies, procedures, and mission objectives and implements quality improvements.Analyzes the combat capability of the flight through intensive evaluation of training, equipment status, manning, and flight supervision.Prepares comprehensive annual budget for training, equipment, and supplies for the flight.Ensures performance reports, career counseling, and promotions are completed for flight.Provides technical guidance and recommendations to squadron, group, and wing leadership, as well as coordinating with Higher Headquarters.RequirementsConditions of EmploymentQualificationsNoncompetitive promotion may be made to the target level of GS-10 provided the work at the higher grade continues to exist; management certifies incumbent has demonstrated the ability to perform the work; and if time-in-grade and all other regulatory requirements are met. In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM)Qualification Standards for General Schedule Positions, Administrative and Management Positions. Specialized Experience: At least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes applying practical knowledge of Services; readiness management, and associated programs in order to analyze and plan to ensure adequate mission support. Knowledge must incorporate principles, concepts, and methodologies to accomplish assignments.OR, Education: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.NOTE: You must submit copies of your official college transcripts.OR, Combination of Education and Specialized Experience: A combination of education and experience may be used to qualify at the levels above NOTE: You must submit a copy of official transcripts KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of the mission, organization, programs and functions of the flight, to include wartime requirements.

Knowledge and skill in applying analytical, evaluative, and investigative techniques to measure the effectiveness, efficiency, and productivity of Services deployment operations, programs, and activities.

Knowledge of the laws, regulations, policies, and precedents that affect programs and associated support resources

Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/ organizational techniques, and military command

Knowledge of operating programs throughout the wing in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.

Ability to plan, organize, and assign work, and to communicate clearly and concisely, both orally and in writing.

Skill and ability to prepare project and staff reports, and to deliver briefings to high-level officials, both civilian and military. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
