SummaryThe incumbent serves as the Administrative Manager for VA Northern California Health Care System and serves with an organizational structure spanning two sites. The incumbent plans, organizes, and directs all administrative practices and procedures to ensure consistency and compliance.ResponsibilitiesThey are also responsible for personnel management functions including: Recruitment, classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, worker's compensation, Major Duties Include: Develops and implements new systems or administrative e processes and uses independent judgment in correcting efficiencies. Provides all essential data for the annual budget forecast for submission to the Medical Center Director. Maintains budget control records and assures that funds are used in accordance with the operating budget. Communicate regularly with all echelons of the VA system from system executive staff, VISN executive staff, up to VA Central Office staff as well as executives of other agencies. Point of Contact for Human Resources for the Service and perform all HR actions including Service Manager. Receive all requests for special privileges regarding Moderate Sedation and Airway Management for providers within NCHCS. Facilitate all TOY training/conferences and facility training for personnel to include tuition reimbursement, enrollment, travel, and materials. Coordinate clinical matters as needed. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
