POSITION SUMMARY:

The Junior Network Operations Analyst (NOA) / Critical Event Planner (CEP) is a key position within the Mission Planning Department. The NOA/CEP is the subject matter expert as it relates to the Deep Space Network (DSN) infrastructure, project interfaces; DSN operations processes and procedures; Critical Event Planning and related telecommunication analysis. The NOA function, in part, develops support plans; conducts tests and publishes reports; trains DSN support personnel; supports critical events; conducts fault analysis in real-time and recommends solutions to minimize data impact. The Critical Event Planner (CEP) is deemed the technical expert on RF telecommunication link analysis; performs specialized analysis that result in recommendations for optimizing Uplink and Downlink telecommunication links. A key function of the CEP is to produce the Critical Event Plan (CEP) an essential technical document that provides detailed telecommunications analysis and technical recommendations in support of critical level 1 or 2 events e.g., Initial Acquisitions, Orbit Insertion, Earth Flybys.

MAJOR JOB ACTIVITIES:

· Support all mission planning, preparation, coordination, testing and critical activities.

· Provide operations technical support for all assigned JPL and non–JPL projects.

· Develop, test and maintain all Software Support Files (SSFs) and configuration files required to support missions.

· Support Project Interface Tests (PITs) in support of network software or hardware upgrades.

· Maintain working rapport with internal and external customers.

· Technical consultant, conduct technical studies, provide recommendations; address operations issues and anomalies as required.

· Responsible for researching and providing general technical information on DSN resources and facilities, capabilities, and interfaces with the flight projects.

· Develop NOP (Network Operations Plan) that documents, Testing, Training, Operational Plans and Operations Procedures.

· Develop and distribute a mission-specific support plan for mission critical level-1 events that documents, mission profile, significant events, support personnel assignments, personnel and DSN schedules, support products requirements ,critical activity timeline, and support contingencies.

· Provide necessary leadership to successfully lead troubleshooting and operations efforts in a technical team environment.

· Network planning, conducting, evaluating, and reporting on all activities required to ensure mission support readiness, including all pre-launch preparations and all required in-flight support, for the duration of the DSN commitment.

· Monitors all DSN Program Office development to ensure that design, schedules, and technical capabilities are consistent with DSN operations requirements and flight-project support requirements.

· Conduct RF telecommunication link analysis utilizing the CEP (Critical Event Plan) analysis software tool

· Produce the Critical Event Plan (CEP) in support of Level 1 or 2 critical events.

· Produce Critical Event Plan (CEP) analysis in MS PowerPoint and present analysis results and recommendations to upper management.

MINIMUM QUALIFICATIONS:

Education:

BS Degree – Electrical Engineering, Technical sciences, Telecommunications, Computer sciences or related subjects/field.

Experience:

1-year working experience in a related technical discipline preferred; focused knowledge of spacecraft telecommunications highly preferred; expert level with MS Excel and MS PowerPoint a must; excellent writing and presentation skills are essential; Working knowledge of MATLAB/C/Java/Visual Basic programming experience is preferred.
