The incumbent is responsible for the billing of Forest and/or District Recreation Special Use authorizations, including large, complex cases. For additional information about the duties of this position, please contact Paulette Kelly at (530) 410-1018 and paulette.kelly@usda.gov.ResponsibilitiesEnsure budget and funding are available for agreed upon workload.Provide technical advice on the appropriate authorities and land use fees for issuance of special use authorizations.Provide guidance on cost recovery and land use fees to team members on the unit in special use administration.Review, generate, and/or track cost recovery and land use bills for recreation and lands special uses.Prepare appropriate documentation to support special use cost recovery and land use fee decisions regarding issuance, reissuance, terminations, revocations, and debt collection.Assist with database navigation, data management, and data analysis with Special Uses Database Systems (SUDS) or similar system.Ensure Special Use Database System (SUDS) or similar tracking system is current and data is reliableGenerate special use database reports for use in special use administration.Conduct on-the-ground program reviews of special use programs.Participate on special use appeal review teams.Recommend and make decisions about conflicting uses and noncompliance issues, using legal, contractual effects of authorizations, agreements, and deeds in order to carry out the special use program.Process difficult or controversial authorization renewals, terminations, revocations, or suspensions.Keep special use authorization holders, applicants, and concerned publics informed of regulations, restrictions, time frames and resource management practices.Recommend improvements to the special uses program.Assist in developing manuals and guidance for administrative aspects of cost recovery and land use fees.Interpret maps (ownership, aerial, topographic) in order to execute special use permit administration.Plan the work to be accomplished by the unit to establish production or quality standards.Knowledge of National Environmental Policy Act (NEPA) as it applies to special use authorizations.Administer a variety of special use authorizations such as permits, term permits, leases, and easements.Identify developmental and training needs of employees.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as: Assisted with database navigation, data management and data analysis with special uses database systems, in the administration of special use authorizations for a variety of activities such as linear rights-of-ways, electric power lines, gas pipelines, outfitter/guides, recreation events, and communication uses; Evaluated simple special use proposals according to regulatory screening criteria; Assisted in coordinating National Environmental Policy Act (NEPA) analysis for special uses; Processed special use authorization renewals, terminations, revocations, or suspensions as appropriate. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
