Your Role

The Observability team within Blue Shield of California provides robust solutions for our business and technical partners ultimately improving the overall healthcare experience of our members, providers, and partners. The Consultant Monitoring Engineer will report to the Senior Manager, IT Enterprise Monitoring in the Technical Operations department. In this role you will partner with our Application, Infrastructure and Cloud teams to develop and enhance observability leading to the improvement in availability, quality and performance of our platforms and services represented through observability.

The consultant will be responsible for the development, maintenance and maturity of performance dashboards that continuously report on the availability, quality, performance of our platforms and services visualizing the business value outcomes and objectives through key performance indicators (KPIs). In addition, you will contribute to the Observability team's talent pipeline and training through mentorship of junior engineers and by leveraging our vendor partners to improve the our ability to hire and groom new talent.

Your Work

In this role, you will:
  • Lead the migration to Blue Shield of California's next generation observability platform.
  • Engage application owners and business partners related to opportunities for engagement in projects requiring observability.
  • Proactively identify gaps in observability and monitoring capabilities, document risks and recommendations.
  • Act in leadership role along with team members to proactively develop solutions to improve observability capabilities.
  • Manage schedules for projects and initiatives, funded or operational. Ensure clear expectation set on delivery dates.
  • Assist in articulation of department vision and definition of strategic roadmap. Help define roadmaps based on department improvement, product and lifecycle.
  • Engage and effectively communicate with senior leadership. Be able to provide written status and updates to leadership on department projects and initiatives.

Your Knowledge and Experience
  • Requires a bachelor's degree or equivalent experience
  • Requires at least 10 years of prior experience involving observability
  • Requires a Agile/Scrum experience and mindset and experience with measuring agile team performance; SAFe or CSM certification desired
  • Research skills: Ability to conduct research and collect data to identify future opportunities
  • Communication skills: Senior level writing and verbal communication skills, to effectively and convey information and develop presentations for multiple levels of the organization
  • Experience with application performance management (APM) tools e.g. Dynatrace, AppDynamics, New Relic, Splunk
  • Experience in Cloud technologies with focus on observability
  • Experience with Data Analytic platforms including Splunk ITSI
  • Technical expertise with Linux, Windows systems
  • Scripting technologies included Python, Perl, Powershell, Unix shell scripting, Javascript
  • Automation experience using Ansible (preferred) or Puppet.
