Your Role

Blue Shield's healthcare application support space has exciting and pragmatic challenges needing your modern release delivery experience as we bridge Dev and Ops together in the product release delivery space where you as Manager, Release Delivery will thrive in an environment that encourages smart disruption who can comfortably exist between our Enterprise Release Management team and IT Portfolio application scrum teams working towards Agile DevOps.

As Solutions Delivery Services (SDS) Engineer you will be leading the delivery efforts with our agile scrum team partners/clients within Blue Shield's IT Applications, you will have the opportunity to lead our core efforts to build, re-define and drive the management of Agile DevOps release processes throughout the lifecycle of development, influencing the requirements and designing into test validation required proofs as deployment entry points into production environments through collaboration with stakeholders and service owners within the software development process.

Your Work

In this role, you will:
  • Evolve our delivery operations and be a change agent supporting your manager focused on developing (with our scrum teams, DevOps engineers and code deployment teams) a delivery pipeline and forming a lightweight autonomous governance framework. These capabilities will enable service delivery engineers/leads to apply release rigor decisions when determining application release readiness through use and implementation of tools & dashboards channeled through an automated delivery pipeline. You will contribute into a build out automation capabilities with technical members and sharpen the operational criteria that impact critical release delivery functions to ensure IT applications across Blue Shield's portfolio domains operate and align effectively to improve scale and speed.
  • Transform the Release Service Delivery function to adopt DevOps, CI/CD, Lean Agile frameworks and applying Systems Integrated thinking across the Service Delivery function. Participate in release requirements management including the review of requirements for testability, automation, and operational readiness. Understand and operate adherence to release Guardrails; mature existing team to implementing lightweight governance for scrum teams that facilitate and improve sprint demos with planned deliverables to Production.
  • Manage and optimize value flow by leading scrums team through the Agile Release Train using Release information radiators. Partner and/or facilitate PI Planning readiness by fostering processes which drives synthesis between Release Delivery Roadmap, Backlogs and through Pre and Post-PI Planning meetings. Understands meaningful metrics to track, how to interpret them, and how to course correct when signals tell you quality or deployment readiness head out of bounds.
  • Guide the agile scrum team to perform core release readiness services by managing to the RISKS, optimizing the release ROUTINES and in developing a release delivery pipeline system that requires burden of proof from scrum teams in testing, integration quality so delivery leads have optics into scrum's release readiness through quality metrics and radiator dashboards.
  • Help your manager define and drive the team's efforts in our transformation journey from current waterfall/hybrid release models into an Agile DevOps release model. You will partner with Engineering, Release Management and Operations Support to build and improve the tooling and processes associated in building and deploying software with high velocity focused on affirmations to working product quality deliverables. You, along with your business partners will review and scrutinize effective cutover plans, define remediation and contingency plans.
  • Recommend process enhancements by enabling all members in your team to conduct retrospectives to enhance continuous improvements and efficiency in the release process and tooling. Frequent engagement and communication to the business and engineering teams your teams support is required in raising potential issues and key decisions needed to ensure timeliness, quality and integrity of the release is met to the standards you've set with your team and stakeholders.

  • Mature your practice, re-shape and uplift release delivery team partnering with enterprise release management, source control deployment and tooling teams

Your Knowledge and Experience

  • Requires a Bachelor's degree, preferable in Computer Science, Business or related technical discipline, or equivalent experience
  • Requires a minimum of 5 years of release engineering experience working directly and x-functionally with engineering teams, release engineers/SCMs and understanding impacts of integrated branches and code merges (i.e., BitBucket, GitHub, SVN)
  • Requires a good understanding with DevOps Release Delivery flows having matured from traditional waterfall monolithic operational models. Has operated in full Agile CI/CD DevOps pipeline environments (dev, test, build, merge, deployments) and familiar with modernized toolsets that enable these areas
  • Exposure working within teams developing/designing/building automation capabilities either for test or pipeline functions (unit test, functional, deployment, performance, security scans, integration, environments, code integration faults, etc) anywhere within a release delivery pipeline function
  • Experience partnering with product OR program management teams
  • People/project/peer management experience with leads and engineers
  • Experience leading projects/timelines with x-functional teams and people
  • Understands and empathizes technical/functional needs with quality and values continuous testing and feedback loops
  • Excellent communication and is audience-aware. Ability to set and clarify context. Can see "forest and the trees" with integration risks
  • Fosters a team culture and embraces continuous improvement & learning
  • Can mentor scrum teams to enable data-driven decisions, and driving for accountability and ownership across our Product operations model
  • Enable the business and IT Portfolio teams as a "thought partner" and "consultant" to find and provide solutions to meet and exceed strategic goals
  • Engage in dialogue to understand the needs and requirements from business and IT Portfolio partners
  • Lead discussions, meetings, and release delivery events for all stakeholders with value-based outcomes
  • Recognize, identify, and solution technical downstream/upstream integration dependencies and/or impacts
  • Manage risk and resolve complications impacting deployments, environments, schedule, scope, and quality
  • Articulate issues and solutions to Leadership when release milestones, quality, and/or Production are in jeopardy
  • Develop, standardize, and mature Solutions Delivery Services best practices to support and accelerate enterprise quality and delivery automation transformation efforts
  • Evangelize #oneteam Agile mindset adoption at individual, team, and organization level to promote value, autonomy, and innovation
  • Mature release readiness assurance indicators: IT & Business validations and certifications for all components and artifacts in the release manifest
  • Analyze, measure, monitor, and publish release progress and post implementation quality metrics (Jira, INCs, CHG, SMP, SonarCube, etc)
  • Identify and align all required execution and support resources for release implementation, validation, and escalation to ensure cohesive solution delivery
  • Conduct, track, and publish post release retrospectives with Business, Portfolio, IT, and Support partners with a focus on actionable continued quality improvements
  • Agile or SAFe certifications preferred
  • Experience using Jira, Clarity, HP ALM (QC), and other enterprise tools track the delivery of value from the Portfolio to the Product and Team levels preferred
  • Excellent people and project management skills preferred
  • Outstanding communication, facilitation, negotiation, and coaching skills preferred
