JOB DESCRIPTION

Preferred candidate will possess a minimal of 6 years of experience in database engineering, development and implementation (required) and a 2-4 year degree or working equivalent (desirable) in an IT related field (MIS, computer sciences, IT, engineering).

TYPICAL DUTIES & RESPONSIBILITIES:
  • Translating business requirements and technical specifications into execution, including executing data streams, integrations, transformations, databases, and data warehouses
  • Defining the data , standards, and principles, including modeling, metadata, security, reference data such as product codes and client categories, and master data such as clients, vendors, materials, and employees
  • Defining data flows, i.e., which parts of the organization generate data, which require data to function, how data flows are managed, and how data changes in transition
  • Collaborating and coordinating with multiple departments, stakeholders, partners, and external vendors
  • Manage and execute the implementation of business systems.
  • Collaborate with vendors and provide consultancy in data interfacing, transformation, and data flow.
  • Troubleshoot issues related to the system.
  • Provide solutions to business and technical issues in compliance with all local, state, federal regulations and in adherence with Alameda County policies.
  • Carry out feasibility studies and do quick Proof of Concept models with focus on performance, and cost efficiency balance.
  • Work with available resources to ensure that system enhancements follow the appropriate IT guidelines.
  • Manage change requests or requests for enhancements effectively.
  • Maintain a positive work atmosphere with a culture of respect for others.

SPECIAL REQUESTS/SKILLS:

  • Experience with AWS, Azure, MS SQL, MySQL, Redshift, DynamoDB, Postgres, Hadoop, Java, SQL, Python, Unix, Linux, snowflake preferred.
  • Experience with Cloud Applications: Jenkins, Ansible, Cloud Formation, DataDog, RDS Databases, Aurora, DBaaS, SaaS preferred.
  • Experience with both high-availability and disaster recovery database configurations in a cloud environment preferred.
  • SQL and database level tuning skills required
  • Experience with systems development lifecycle
  • Backup and recovery at both OS and database levels
  • Ability to create operational and technical documentation
  • Expertise in Amazon Web Services with building and deploying using various cloud applications to automate business processes
  • Expertise with building, deploying and supporting cloud databases in Amazon Web Services including but not limited to: Aurora, RedShift, RDS, Data Lakes, Oracle, SQL Server, PostgreSQL, DynamoDB.
  • Familiarity with and focus on Database security
  • Database client installation and configuration
  • Scripting, system configuration and management
  • OS contention issue analysis and resolution
  • Familiarity with different business application platforms/solutions, preferably public health or health care related.
  • Working experience in data integration and exchanges between systems (for example using REST API).
  • Solution oriented database engineer with a good sense of user interface/experience.
  • Exceptional communication skills, both oral and written and the ability to communicate effectively with both technical and non-technical staff.
  • Familiar with HIPAA, Health Information Exchange System and Electronic Health Records.
