Responsibilities Joining CISA means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security; we Defend Today, Secure Tomorrow. Within CISA, the Integrated Operations Division (IOD) coordinates, collaborates, and executes CISA's operational activities to ensure seamless support and expedited response to critical needs. IOD enhances mission effectiveness and situational awareness by unifying the conduct and reporting of CISA operations through a single channel to provide CISA leadership with a common operational picture and ensure cross-divisional coordination in the implementation of CISA programs. IOD delivers intelligence products and context to support all missions. The division also conducts continuity and internal exercises to improve operational readiness throughout CISA. IOD serves as the primary service delivery function for CISA customers, operating under the direction of the ten regional directors. IOD standardizes and expands CISA's presence in the regions to adapt to evolving requirements and coordinates with other divisions on implementation of programs in the field. Typical work assignments include:
  • Using remote sensing, spatial analysis, and geographic information system (GIS), to conduct in-depth research and analysis and provide analysis and assessments on the relationships and trends, and descriptive and predictive behavior of all-hazards events.
  • Conducting research to collect, analyze, and interpret critical infrastructure information and data in order to identify trends and risks, and to determine how dependencies and interdependencies might affect the Region during an incident.
  • Providing critical infrastructure risk analysis and geospatial analysis support to the Regional Director, field personnel, and regional staff in support of special events and in response to a threat or incident.
  • Creating geospatial products and datasets, in support of future assessments such as long-term Dependency Projects, special events, or for incident response activities and/or exercises.
  • Assessing and informing regional infrastructure risk management strategies, to include assisting in the identification and prioritization of the Region's infrastructure, through the use of analytical tools and modeling/simulation capabilities.

Travel Required 25% or less - You may be expected to travel for up to 5 nights per month for this position.

Qualifications

To qualify for this Interdisciplinary position, you must meet one of the following basic requirements below as well as the specialized experience for the GS-12 and GS-13 level. BASIC REQUIREMENTS (Transcripts must be submitted):

For the Economist (0110) A. Have a bachelor's degree or higher in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

-OR- B. Have a combination of education and experience: courses equivalent to a major in economics, as shown in "A" above, plus appropriate experience or additional education. Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

For the Physical Scientist (1301) A. Have a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

-OR- B. Have a combination of education and experience, education equivalent to one of the majors shown in "A" above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For the Operations Research Analyst (1515) A. Have a bachelor's degree or higher in operations research.

-OR- B. Have successfully completed a full four (4) year course of study leading to a bachelor's degree (or higher) with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Examples of acceptable courses: optimization; mathematical modeling; queuing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

SPECIALIZED EXPERIENCE You qualify for the GS-12 grade level (starting salary $81,638.00) if you possess one year of specialized experience at the GS-11 grade level performing the following duties:
  • Participating in scientific and research development initiatives for an organization;
  • Applying mathematical or statistical techniques to evaluate information related to critical infrastructure; and
  • Providing research data for reporting to communicate findings.
  • You qualify for the GS-13 grade level (starting salary $97,078.00) if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
  • Conducting research to collect, analyze, and interpret critical infrastructure information and data;
  • Utilizing analytical tools and methods to analyze issues associated with critical infrastructure; and
  • Providing guidance to stakeholders on risks, issues, or trends based on research and analysis.
  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
