SummaryThe incumbent serve as Medical Assistant to the Chief or Assistant Chief of the Audiology/ Speech Pathology Service, provides health care support and is required to deal directly with veteran patients and their families in a variety of ways and settings. Knowledge of VA programs in the independent performance of a variety of duties required to expedite work and assume difficult clerical and administrative responsibilities that would otherwise require attention of the Chief or clinical staff.ResponsibilitiesWork Schedule: Monday-Friday 8:00am to 4:30pmTelework: NoFinancial Disclosure Report: Not required RELOCATION INCENTIVE/RECRUITMENT INCENTIVE IS NOT AUTHORIZED. The incumbent is directly responsible to the Chief or Assistant Chief of the Service but is expected to support all clinical staff. Guidance is provided by the direct supervisor with special instructions being given only for unique or complex tasks. The incumbent is expected to use a high degree of initiative and work independently in performing duties particularly considering competing priorities. Operations are complex in many cases and at times no precise guidelines exist. Therefore, the incumbent is expected to use initiative in organizing and completing work promptly and to use his/her experience to identify, analyze and formulate solutions to a variety of problems. The major duties and responsibilities include, but are not limited to: Receives all patients, visitors and calls to the Service and coordinates scheduled appointments, walk-in appointments, and response to patients reporting problems with hearing aids or other communication devices. Serves as the first-line contact for any complaints from patients, families or other staff coming into the clinic. Personally manages the complaints when possible or refers the complaint to the appropriate personnel. Performs basic troubleshooting for malfunctioning assistive communication devices to determine if problems can be corrected (e.g. issuance of batteries) or if the instrument must be returned for repairs. If the instrument requires repair, determines if it is under warranty and can be accepted by the clinic or must be sent by the patient and provides the patient with a repair kit including information on how to contact the Denver Acquisition and Logistics Center. Assists clinical staff in the in the conduct of group therapy for patients (schedules, equipment set-up, preparation of materials, helping with group demonstrations or activities such as changing hearing aid batteries, etc.). Assists clinical staff in the training of other HCS personnel (schedules, equipment set-up, preparation of graphs/tables, preparing handouts etc.). Assists the Service Chief, Assistant Chief or Administrative Officer in administrative matters and acts as liaison between ASP and other Services (e.g. HRMS, AMM&S, ENG, Prosthetics, etc.). Responsible for running daily reports on Audiology and Speech Pathology consult pending lists for assigned clinics and for compilation of weekly reports of outstanding consults. Formulates and implements administrative procedures to assure expeditious processing of work and orients staff to established systems. The Advanced MSA provides specialized and expert administrative patient support while working collaboratively in an interdisciplinary coordinated care delivery model Work involves specialized administrative judgment and the flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or care in the community resources. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs: Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met. Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations. Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, [as well as resolving patient concerns. Advanced knowledge of the technical health care process [(including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals)] as it relates to access to care. Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care [administrative functions] to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:(1) Such employees may be reassigned, promoted or demoted within the occupation.(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.(3) If an employee who was converted to title 38 hybrid status under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
