SummaryThe incumbent serves as the Controlled Substance Coordinator (CSC). As such the incumbent manages the Controlled Substances Inspection Program for VA Palo Alto Health Care System (VAPAHCS) and is responsible for ensuring the medical center is in compliance with VA regulations and mandates. Distributes written policies and procedures and/or memorandums that promote commitment to corporate compliance and address areas of risk associated with non-compliance. Maintains awareness of laws and regulations keeping appraised of current changes that may affect the Medical Center Controlled Substance Program through seminars, training programs, conferences and personal contacts. Conducts the controlled substance inspections and accountability in accordance with VHA Handbook 1108.2. Provides guidance and counsel on the implementation and incorporation of the unannounced controlled substance inspections and related activities at VAPAHCS. Directs long range planning efforts; directs, obtains, and consolidates planning information from subordinate units; and recommends actions or adjustments as necessary. Maintains collaborative working relationships with VHA Controlled Substance Coordinators, VAPAHCS Controlled Substance Inspectors, pharmacy staff, nurse managers, the executive leadership and other key stakeholders. The incumbent oversees the day-to-day activities of the Controlled Substance Inspectors.RequirementsConditions of EmploymentQualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Examples of qualifying specialized experience include: 1) worked as a program analyst/specialist, or directly related position with responsibility for analyzing program data and information, preparing management reports, and coordinating a variety of administrative projects; 2) write, prepared, and evaluated formal and informal correspondence, reports, statistics, and analytical documents for senior level officials; 3) worked with program managers in carrying out a variety of administrative functions and business requirements; 4) provided expert analytical and technical advice and recommendations on matters pertaining to organizational processes, procedures, policies, and inspections. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is mostly sedentary involving sitting/standing at a desk, although the position requires the ability to travel among geographic locations within the Health Care System.
