Sr. Technical Manager, SW Engineering with Laborer's Fund-Duration- 6 months contract to hire is an option.Location: 5672 Stoneridge Drive, Suite 100, Pleasanton, CA 94588.Main motive behind hiring this position is, Laborer’s Trust Fund expects this position to come in look at their Phoenix project which has been up an running since last 3 years and have seen substantial delays.This Technical consultant will review the project in detail, see if the project is on track or if delayed then make recommendations on the delay and set a timeline to it for completion/budget.The expectation is if the consultant is ready then they will replace the current Software Director Tony.Ideal candidate will be a Sr. Engineering Manager or in a management position. This role is more Management than hands on.Current Tech stacks-previous System is built using COBALT, the long term goal is to move to SQL.Current system is web based they use Angular, Java for middleware and backend.Most of the work includes data migration and new development.Current Team they will be in charge of will be around 8 folks- SW developer, SW Support Engineer, SW Lead Developer, Middleware Developer, Chief Architect Support, Chief Eng. ArchitectTech stack: Cobalt, VBA, Excel, Access, JavaScript, some SQL, Incharge of all Software Development including Operations and Production support.Director of Software DevelopmentThis is a Senior Management position responsible for managing and ensuring successful computer operations and related activities within a Taft-Hartley Trust Fund Administrative Office, incorporated to self-administer union negotiated fringe benefits packages for two separate construction unions.This position is responsible for ensuring the diagnosing, planning, prioritizing, and management of the Trust Funds systems programing; and that systems problem solving is executed in a timely manner for needed operational deadlines; and that assigned Software Developers are used effectively.Performs other duties as assigned. Responsible for optimum computer system utilization, consistent with user needs and company priorities. Maintains service requirements with timely response to resolving problems. Prepares production schedules for operations and ensure problems are addressed in a timely manner.Work with Lead Programmer to assign work duties and work flow. Trouble shoots data processing problems and find effective solutions.Guide and assist Programmer Analysts in identifying problems and finding solutions. Oversees operating and maintenance logs. Evaluates data media performance and usage along with recommended enhancements to include: o Input and Output validation o Accuracy and quality of work performed o Ensure data is securely encrypted when sent for data processing Reviews and approve data processing procedures. Reviews and monitor system failure reports and recommend solutions. Installs and maintains some systems software obtained from outside sources.Updates all systems tables. Interface with vendors regarding changes in the trust fund files as well as the changes the software vendors make to their own files.Tests and troubleshoots the changes remaining in contact throughout the installation process with the vendors. Contacts software vendor when problems occur, disseminating and retrieving information to resolve issues. Maintains some system user ID, user menus and user system access, as needed. Assists in the printing of: internal Payroll, and Accounts Payable checks; and checks for beneficiary payments involving Pension, Vacation, Annuity, and Health benefits claims. Reviews requested project requirements and assign to Programmer Analysts with input from the Lead Programmer. Responsible for developing and adhering to approved annual department budget. Remains current on technical advances in field. Abides by all safety and security rules set forth by the company and regulatory agencies. Performs all other duties and responsibilities assigned by the Fund Manager or its designated representative.SUPERVISORY RESPONSIBILITIES Responsible for staffing, supervision and performance management of department employees. Participates in staff management training and effectively manage employees in compliance with federal and state employment laws and regulations. Interviews, hires with approval from Senior Management, and train new department employees. Conducts timely performance reviews of subordinate staff; with the establishment of clear goals, and providing of support learning opportunities to ensure their individual job skills and capability are growing to support the advances with internal systems and individual career growth. Conducts regular staff meetings.
