DescriptionSAIC is looking for a Senior Systems Engineer in PORT HUENEME, CAThe Senior Systems Engineer will directly support the NSWC PHD Program 8 (AA&E Transportation & Equipment) and Program 10 (Inventory Management) and other Explosives Safety Programs. The OIS Manager will be responsible for the generation and management of records relating to requisitions, receipts, issues, expenditures, turn-ins, inventory management and control of all ordnance, ordnance related materials, and ordnance handling equipment (OHE) in the NSWC PHD Ordnance Information System (OIS-R) inventory as well as the OHE Allowance Lists.Duties include providing the required notifications, documentation, and status for all Ammunition Information Notices (AINs), Notice of Ammunition Reclassifications (NARs), as well as OHE Allowance Change Requests (ACRs). Track all ordnance and/or related materials and OHE. Generate 1348 Issue and Receipt Documents and any other documents necessary for ordnance evolutions, exercises, testing, services, and training. Conduct physical inventories annually and provide report to Explosive Safety Officer (ESO). Coordinate all required ordnance movements and logistics support with AMMOPAC and other organizations as required. Participate in all ordnance, ordnance related materials, and OHE loading and offloading operations on the SDTS. Distribute onload/offload status reports at completion of all loading and offloading operations. Maintain Explosives Safety Self-Assessment (ESSA) Program 8 (AA&E Transportation and Equipment-OHE), and 10 (Inventory Management). If necessary, develop and implement a Corrective Action Plan (CAP) for deficiencies noted during annual ESSA, conduct Explosives Safety Technical Assist Visits (ESTAV), and conduct Explosives Safety Inspections (ESI) as well as correct deficiencies in a timely manner and ensure continuous program compliance.Successful candidate should be capable of understanding and analyzing technical and programmatic aspects of numerous unique programs and organizations, able to work independently as well as lead multiple people in dynamic team environments that include senior technical personnel, and possess strong verbal and written communication skills including MS Office proficiency.QualificationsRequired Skills:Active SECRET clearance

Bachelor's degree, and five years of equivalent experience. 4 additional years of experience in lieu of degree.

Experience using the Ordnance Information System (OIS) / Retail Ordnance Logistics Management System (ROLMS)

Experience managing ordnance, NCEA, and associated logistics

Capable of understanding & analyzing technical aspects of ordnance and ordnance safety

Ability to work independently as well as in team environments with senior technical personnel

Computer literacy to include Microsoft Office, particularly Microsoft Excel

Excellent technical writing proficiency and oral presentation skills

Must be capable of travel to various locations as needed

Must be physically able to traverse the decks of U.S. Navy guided missile cruisers, guided missile destroyers and larger ships; must be able to climb up and down narrow stairwells on USN ships

DESIRED SKILLS:Deployed ordnance operations experience

Navy weapon system acquisition workforce/contractor experience

Navy combat and weapons systems experience

Experience with DoD T&E processes, systems and ranges
