OVERVIEW

The Judicial Council of California is accepting applications for the position of Manager for the Information Technology office. This management position falls within the Shared Services group, under supervision and guidance from the Principal Manager of Application services, provides management, supervision and guidance to the next generation data center hosting initiative, data integration team, the California Courts Data center team, the California trial courts project team, and enterprise developer and testing team.

This position works jointly with the Enterprise Architecture team and all other JCIT technology programs. This position manages the IT service provider for the California Courts Technology Data Center; the design, planning and implementation/deployment of enterprise tools within the Judicial Council; manages the design, planning and implementation of data exchanges and interfaces related to the Data Integration team; works with internal and external partners (such as the California Department of Justice, the California Employment Development Department and the California Department of Motor Vehicles); provides management and high-level supervision to the CCTC Steady State and CCTC Projects teams, which manage production Judicial Council applications and new projects within shared data center, respectively; and works with trial courts on consulting services for next generation hosting and disaster recovery solutions. This position works independently with limited supervision.

The successful candidate will be expected to work in the San Francisco or Sacramento office.

RESPONSIBILITIES

Recommends selection of staff.

Train Staff and proposes internal and external training courses and workshops.

Provides for career development and planning for staff.

Approves time off requests.

Reviews and approves time sheets.

Evaluates employee performance and conduct performance reviews.

Manage the relationship with our managed service provider for the California Courts Technical Center (CCTC)

o Participate in multiple calls every week to follow up on issues identified at the CMRC meeting or to head off problems before they become issues to be resolved at the CMRC meeting

o Facilities and manages priorities of JCIT staff under direct supervisor.

o Review and resolve issues with the CCTC managed service provider: attend the monthly Contract Management Review Committee (CMRC) meeting to resolve issues, improving the working relationship with the vendor

Manage the operational aspects of Judicial council service provider for the California Courts Technical Center (CCTC) and next generation hosting strategy

o Review and approve/disapprove of change requests for multiple systems and multiple environments throughout data center hosting environments in order to manage change within the data center.

o Review, and if appropriate, approve work orders so that programs can have necessary work performed by our service providers

o Participate in the weekly projects, change approval board and steady state meetings to ensure multiple projects are on track, identify and resolve major issues, manage change at the data center and review overall operation of the data center.

Manage the data integration team

o Prioritize work given the scarce development resources and provide work direction for the Data Integration team.

o Work with staff to promulgate new customers for our existing interfaces and develop new interfaces.

o Work with the courts to maximize the benefit of using a centralized interface that has already established connections to justice partners such as the California Department of Justice

o Attend monthly meetings with other JC departments and justice partners to minimize miscommunications and align priorities.

Provide collaboration and facilitate discussion with the Enterprise Architecture Team and communications with JCIT Programs and Trial Courts

o Communicate strategic direction for the Enterprise Architecture Team

o Participate in the Enterprise Architect Working Group to develop and recommend enterprise hardware and software standards.

o Lead and facilitate IPP meeting for all JCIT programs and open meeting for Trial Courts

Coordinate work with trial courts and JCIT programs on next generations hosting needs

o Work with program managers to determine branch wide strategy for next generation solutions.

o Work with program managers, if desired, to review project plans, timelines, impact statements.

Provide Workstream and/or WorkGroup support for the Judicial Branch.

o Attend meetings, analyze requirements, possible solutions, provide technical advice (as opposed to business advice).

o Review draft recommendations, provide technical comments, correct misconceptions, provide other technical options for the workstream/working group to consider

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor's degree, and five (5) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience. Additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Two years in an exempt-level supervisor classification with the Judicial Council of California, or two years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level supervisor classification in a California Superior Court or California state level government entity, or two years as a Legislative Advocate, Labor & Employee Relations Officer, or Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
