- Develops, recommends and implement goals, objectives, policies, procedures, priorities and strategic plans for software systems and development to meet user needs;
- Identifies resource needs and establishes schedules and methods for providing specialized services;
- Complies with local, county, state and federal requirements;
- Oversees software development projects;
- Performs complex software application analysis programming, documentation and maintenance of systems in a large and diverse user environment, utilizing current techniques and methodologies.
- Reviews, investigates and evaluates software application practices and creates software application standards, policies and procedures for current and future business needs;
- Collaborates in the development of software application requirements and requests for proposals (RFP);
- Ensures all technologies comply with department of education standards and strategic direction of JPA;
- Researches, tests, recommends, implements and maintains new products, technologies, as well as trends that will enhance/increase the technical productivity, security and levels of services provided by the department;
- Develops, coordinates and maintains project schedules, tasks and milestones;
- Keeps up to date on business software applications, implementations, database architectures, technologies and methodologies;
- Verifies stability, interoperability, portability, security and scalability of application architecture;
- Analyzes procedures and data to develop logical solutions to complex software application problems;
- Performs systems design and management;
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures;
- Prepares and manages program budgets;
- Facilitates and attends meetings and trainings;
- Supervises staff;
- Performs related duties as needed.
- Possession of a Bachelor’s degree in Information Technology, Computer Science, Business Administration or a closely related field;
- Four (4) years experience managing software application design, development, installation and programming in a large-scale information technology environment, including network and computing devices, Microsoft SQL databases, virtualized servers and Microsoft.NET Framework;
- Two (2) years experience supervising technical information technology staff and projects.
- Possession of a Master’s degree;
- Experience in school district finance systems design and application development;
- Experience in Enterprise application development using ASP.NET and WPF.
