Seeking experienced candidates for a Environmental Safety and Health Customer & Governmental Liaison long term contract in San Diego. Please send resume to for consideration. An ESH Customer & Governmental Liaison will support on the following requirements:

  • Excellent verbal and non-verbal communication skills
  • Excellent public speaking skills
  • Project Management, Land Management, Customer Relations experience (more than 7 years)
  • Sensitive Customer Access Log
  • Maintains sensitive customer information obtained during the lifecycle of a project or acquired from Company database, and coordinate updates to Company sensitive customer database as required. Data must be maintained on Company assigned laptop and kept in confidentiality.
  • Will gain access to Company customer information system only for the information required to perform job duties as assigned.
    • Customer Access Protocol
  • Will be first point of contact when customers relation issues arise during each stage of a project lifecycle (design through post construction).
  • Will gain access to and utilize project and program web mapping application provided by Company to obtain geospatial information related to projects within the Electric System Hardening programs as noted in Wildfire Mitigation Plan.
  • If customers communicate concerns or issues that require resolution, the Liaisons will work with the Company as necessary to provide an expeditious resolution. Departments that may be involved in the resolution process include Environmental Services, Vegetation Management, Aviation Services, Design & Project Management, Litigation, Land Services, Claims, or Public Affairs. Issues may involve an onsite field meeting to determine the best path forward.
  • Will be responsible for communicating to project teams (engineering, design, project management, environmental, survey and construction) list of sensitive customers and ensure compliance with customer access and communication requirements as necessary. For example, this person(s) will be responsible for communicating sensitive customer information necessary to support:
  • Pre-construction Survey/Engineering/Design job walks,
  • During scoping and inspections, Liaisons act as Program "Base" to keep personnel safe in the high fire threat district. Communication is maintained with personnel via handheld radios. Personnel are tracked to allow "Base" to assist in emergency situations, such as fire, hostile customer interactions, or health issues. Liaisons assist in guiding crews to safety or guiding emergency personnel to field crews. Close coordination with Land Services, Public Affairs, or Corporate Security may be necessary to protect field crews when visits occur on hostile customer properties. Liaisons are expected to perform asset management of and training on Company radios.
  • Construction survey staking,
  • Construction,
  • Post construction QA/QC inspections,
  • Post construction Survey Data collection,
  • Post construction remediation work,
  • As required,
  • Facilitate communication to customer via phone calls and/or written in emails.
  • Assist in the development of official Program letters, Program website, and postcards used as hand-outs on for job walks, before and after construction.
  • Elevate issues as the arise that cannot be resolved by Liaison and propose solutions.
  • Help with the drafting of communication to Legal counsel and/or customer as necessary.
  • Attend project meetings to discuss sensitive customer issues and provide issue resolution suggestions.
  • Work closely with all departments on the Program, as well as other departments to resolve complex customer issues and prevent delays on projects.
  • Assist with customer claims submitted to Customer Claims department as necessary and provide resolution suggestions.
    • Agency coordination & relations
  • May be main point of contact on behalf of ESH Overhead Hardening programs with various governmental agencies or groups, including but not limited to:
  • Bureau of Land Management,
  • Bureau of Indian Affairs,
  • CalTrans,
  • California State Park,
  • Cleveland National Forest,
  • County of San Diego,
  • Irrigation Districts,
  • Other agency's as necessary.
  • May submit right-of-entry permits as necessary
    • Staging Yard Coordination & Management
  • During the preconstruction phase, Liaisons establish contractor construction yards to support material management and contractor activities. Establishing yards includes creating 10-day notification packages for Land Services to submit to the County of San Diego and notification letters to nearby landowners. Throughout the construction phase, they work closely with construction contractors to assist with customer coordination, conflict resolution, and managing weed abatement, and yard maintenance. Management of yards requires close communication with Environmental Services, Vegetation Management, Material & Logistics, Land Services, Portfolio & Project Management, and designated contractors. Once construction is complete Liaisons works with the landowner, Land Management, and Environmental Services to decommission the yard.
    • Drone Flight Coordination
  • Part of the scoping and post-construction activities include drone flights. Liaisons review flight requests to determine if the flight path will infringe on properties identified as requiring additional coordination or submission of application packages for entities such as San Diego County Department of Parks & Recreation, State of California, or Cleveland National Forest. Following coordination with customers, Liaisons submit Flight Request Forms to the Aviation Services Department for approval and initiate customer calls through the DNA Drone Addition platform.
