VA Healthcare System in San Francisco, CA. The Administrative
Officer is an integral part of the Medical Service Management Team
and is fully responsible for a wide range of administrative and
managerial functions within several sections of the Medical Service.Learn more about this agencyResponsibilitiesThe major duties and responsibilities include but are not limited
to:
Maintains, coordinates and integrates a system of services
designed to provide effective managerial control over resource
utilization;
Maintains responsibility for budget projection, planning and
allocation of resources; accounting and financial reporting;
Works with the Service Chief and Business Manager to identify
budget needs and negotiates with management to arrive at
appropriate funding levels that make the most effective use of
resources in accomplishing the service needs and the needs of
the medical center;
Analyzes actual expenses as compared to the budget plan and
projections to indicate needed adjustments;
Oversees all acquisition processes inclusive of the
establishment and administration of contracts for clinical
services and equipment;
Works with the Service Chief and Business Manager to establish a
long and short term strategic planning process within the
service;
Develops, evaluates and adjusts organization structure and
management systems to accomplish the overall service mission;
Collects and analyzes data as defined by leadership and
distributes;
Collaborates with the Service Chief, Business Manager and other
service leaders to design the administrative structure needed to
support the implementation of any new program initiatives;
Manages the recruitment and retention of clinical and
nonclinical staff to meet effective staffing levels;
Utilizes shared authority with the Service Chief and Business
Manager to approve, reject, or recommend actions on promotions,
leave, awards and disciplinary actions and to investigate or
hear grievances as appropriate;
Develops clear performance standards for staff;
Plans work to be accomplished by subordinates, sets and adjusts
short-term priorities and prepares schedules for completion of
work;
Provides analysis and interprets performance measures pertaining
to the wide array of clinical activities provided; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00a.m. to 4:30p.m.

QualificationsTo qualify for this position at the GS-12 level, you must meet the
following requirement:GS-12 SPECIALIZED EXPERIENCE: You must have at least one (1)
year of specialized experience that equipped you with the particular
knowledge, skills and abilities to perform successfully the duties
of the Administrative Officer and that is typically in or related to
the work of the position to be filled. To be creditable, specialized
experience must have been equivalent to at least the GS-11 grade
level in Federal service. Specialized experience includes: Knowledge
of healthcare management theories, practices, and principles;
knowledge of acquisitions and contract development; projecting
healthcare resource needs and effectively manage a budget; analyzing
and summarizing large amounts of data to discover trending patterns
for planning purposes; planning, organizing, directing and
evaluating the work of teams or groups that address administrative
needs of an organization; and planning and evaluating the
administrative management of programs. NOTE: Experience must be
fully documented on your resume and must include job title, duties,

some light physical effort may be required. Occasional walking
