DEFINITION Under general supervision performs complex technical duties in support of the Court's local area network (LAN); performs related work as required.

DISTINGUISHING CHARACTERISTICS This is the senior/specialist level in the Technology Specialist series. At this level incumbents are expected to perform very independently and be responsible for complex assignments involving a wide scope and impact. This class reports to the Chief Information Officer. DUTIES:

TYPICAL TASKS - Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive.
  • Installs, configures, upgrades, troubleshoots, repairs and maintains desktop computers, personal computers, network hardware and peripherals.
  • Establishes, maintains and monitors all server security including logon and group passwords; adds users, assigns identification and access levels; creates, modifies and deletes network and database accounts and server shares; coordinates with county to assign internet and e-mail accounts.
  • Configures servers, backup tape drives, autoloaders, switches, uninterrupted power supply (UPS) systems, and various other hardware and software systems; trains subordinate staff, as appropriate, to monitor these systems.
  • Consults with court management on large scale projects; develops implementation plans for acquisition and installation of new equipment; works closely with consultants, vendors and manufacturer's staff to coordinate installation; prepares test plans, test systems and coordinates user testing.
  • Produces technical and end-user documentation; develops end-user training programs; coordinates or conducts training.
  • Maintains accurate records and files related to work performed, maintains inventory records and documents network and terminal installations and configurations.
  • Documents server and network procedures including startup and shutdown; monitors disk storage capacity and usage; runs server utilities as necessary; monitors hardware processor usage; updates server operating system, hardware and software as needed.
  • Develops policies and procedures for routine backups and disaster recovery.
  • Writes programs for broad and complex database applications, file extraction and form production; writes computer code and documents application; performs data validation and user tests.
  • Installs, configures and maintains new or upgrades to operating systems, applications, protocols, mainframe access and emulation, remote access, network and other software.
  • Participates in the interviewing and hiring of technical staff; provide lead direction and train support staff.
  • DESIRABLE QUALIFICATIONS:

    DESIRABLE QUALIFICATIONS – Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be the equivalent of: Education and Experience: Possession of a baccalaureate degree from an accredited college or university with a major in computer science, information systems management, or closely related field, or an approved certification program in a relevant technology, and two recent years of experience performing systems support tasks. OTHER REQUIREMENTS:

    KNOWLEDGE, SKILLS and ABILITIES Knowledge of: Common personal computer software such as word processing, spreadsheet and database programs; network and personal computer operating systems; internet protocols and characteristics; diagnostic software used in the assembly, troubleshooting and repair of personal computers; network/server configurations, installation and administration; programming languages for the personal computer; administrative principles and policies including scheduling work, instructing, training and motivating others; work planning and organization; methods for identifying and resolving customer problems with computer hardware and software. Skill in: Operating a computer and related computer peripheral equipment, and driving a motor vehicle. Ability to: Assemble, install configure, repair and maintain computer hardware, peripherals and components; diagnose and resolve software/interaction problems for personal computers, network and interface systems; install, configure, modify and maintain operating system, applications, network and remote access; motivate, assign and review the work of others; deal tactfully and effectively with subordinates; plan, review and organize the work of others; provide project leadership and staff training; prepare and maintain accurate reports, records and logs; develop documentation and on-line help; prioritize work; instruct less experienced staff in work procedures; communicate orally and in written form in a clear and concise manner including providing technical information in non-technical terms; deal tactfully and courteously with the public; establish and maintain effective work relationships with judicial officers, court personnel, governmental agencies, vendors and members of the public.

    This is a full-time, non-exempt represented position. The position also included a one-year probationary period.
