The team develops and delivers timely training and exercises, updates and maintains the Gas Emergency Response Plan, and manages compliance with various federal, state, and local codes, standards, and requirements. The team also trains and manages incident management team system wide. Gas emergency preparedness participates with other emergency preparedness organizations within PG&E, as well as with external partners such as other utilities and government organizations to prepare for emergencies of any scale.Position SummaryThe emergency preparedness supervisor reports to the manager of Gas Emergency Preparedness. The successful candidate will supervise six emergency preparedness coordinators who prepare for and respond to gas related emergencies in support of the incident command process. The supervisor provides mentoring and growth opportunities to ensure PG&E responds effectively to all levels of emergency incidents safely, efficiently, and in a manner consistent with ICS, NIMS, and SEMS.Positon can be based in Central Valley or Bay Area region. Travel will be required in role.Qualifications:Minimum Qualifications:

5 years total related experience in a utility, and/or 5 years of experience in emergency management

High school diploma or GED

Certifications

HSEEP (Homeland Security Exercise and Evaluation Program)

ICS 100 – 400

NIMS 700

Desired Qualifications:

Bachelors in Emergency Management or related field

Experience in restoration and control or other operational area in gas utility.

Experience supervising team oriented staff.

Experience in leadership position on real-word incident response operations.

2 years of emergency preparedness experience

Understanding of emergency management concepts, principals and practices.

Good knowledge in employee training concepts, practices and methods.

Demonstrated knowledge of gas operations processes and procedures.

Understanding of HSEEP principles

Knowledge of Gas Emergency Response Plan (GERP) , Electric Emergency Operations Plan (EEOP), system restoration procedures, Incident Command process, and of reports and tools used during emergencies.

Knowledge of external emergency management and public agency structures, systems, processes and procedures such as the National Incident Management System (NIMS), Standardized Emergency Management System (SEMS), National Response Framework, Incident Command Structure (ICS), and PG&E’s role as critical infrastructure.

Responsibilities:

Provides day to day direction to staff involved in planning and implementing emergency preparedness training and providing ongoing support and consultation to regional staff through Gas Operations.

Continuously improve PG&E Gas Operations’ response and recovery capabilities through a comprehensive preparedness strategy.

Create and enable safety culture whereby employee feels empowered to raise safety issues and model safety leadership principles.

Implements policies, procedures and systems required for maintaining and enhancing the overall emergency management to include preparedness, response and recovery.

Partners with Manager on needs assessment, training planning determination of most effective training methods and tools.

Collaborates with PG&E Academy on training content development to streamline and improve the company’s ability to respond to emergencies.

Develops and documents emergency preparedness plans, processes, procedures and roles. Presents recommendations for procedures and processes to Manager and/or Director. Ensures staff maintain and update processes and procedures as business needs change. Directs team in identifying and exploring continuous process improvement.

Partners and coordinates emergency preparedness planning and training other lines of business and external first responders concerning exercises.

Plans, facilitates and schedules regular emergency training exercises. Determines the target audience, oversees training scheduling and communication. Monitors training attendance. Conduct de-brief sessions after each exercises to assess effectiveness and identify areas for improvement. Manage and store appropriate documents for CPUC audit and/or other data requestors.

May coordinate with state and local emergency management authorities along with local first responder agencies.

Supervises staff to accomplish results through effective recruitment and selection, training and development, performance management, and rewards and recognition.

Develop and implement strategic plan in alignment with PG&E leadership goals.

Implement in our deliverables in accordance with PHMSA Regulations 49 CFR 192.615 and other applicable federal and State Regulations

Incorporate lessons learned from exercises and response operations into plans, procedures and trainings

Conduct modular and progressive exercises to strengthen Core Capabilities based on HSEEP 2013 framework

Ensure successful execution of emergency plans and procedures during incident response operations

Work with Public Safety Specialists (PSSs) and Government Relations representatives to include local Emergency Management and First Responder agencies in our exercise planning and implementation

Develop individual development plans for each member of GEP annually

Develop annual individual performance plans based on objectives outlined in GEP team Strategy Plan
