Engineer II

Under direction, independently perform a variety of technical engineering work, prepare reports and recommendations outlining cost/benefits of alternatives, interface with water systems operations staff to support their needs, prepare scopes of work, schedules and budgets for projects, develop requests for proposals, perform project management and advance capital projects for the Division and generally support the Engineer III's and IV's within the Division.

Engineer II: Within five (5) years of appointment must obtain Registration as a Civil Engineer or Land Surveyor in the State of California, which must be maintained throughout employment. The five-year requirement may be extended up to an additional 12 months by the appointing authority.

Essential Functions

Engineering support for the effective operations of existing water, reservoir and flood management infrastructure, which may include troubleshooting or addressing process improvement needs; non routine maintenance or equipment failure evaluations and response; and water contract management support activities;

Completing, updating and/or implementing water system master plans, capacity studies, future supply and demand analyses, and conservation programs to identify any needed capital improvement projects and any financing needs, advise the Program Manager on the issuance of will serves, and to provide information and analysis regarding needs to sub-regional and regional programs for grant opportunities and county-wide analyses;

Assisting in the management of water and/or flood management and water related projects, which involves development and tracking of scope, schedules and budgets; ensuring financial needs, environmental permitting, and other project requirements and constructability issues are addressed; and effective coordination and communication with staff of other divisions in the department and any external stakeholders;

Coordination with, facilitation and support of stakeholder advisory committees related to the various water and reservoir systems and facilities.

Education and Experience

All Levels: Engineer I, II, III, IV: Either A: Graduation from an accredited four-year college or university with a bachelor's degree in Civil Engineering or a closely related engineering field (Job-related professional level civil engineering, traffic engineering, or land surveying experience may be substituted for the required education on a year-for-year basis); Or B: Possession of an Engineer in Training (E.I.T.) Certificate or Land Surveyor in Training (L.S.I.T.) Certificate and four years of paraprofessional level civil engineering, traffic engineering, or land surveying experience.

In Addition:

Engineer II: One year of professional level civil engineering, traffic engineering, or land surveying experience. (Possession of a Master's degree in Civil Engineering or a closely related field, or two years of paraprofessional level civil engineering, traffic engineering, or land surveying experience may be substituted for the required experience).

Licenses and Certificates

A valid driver license is required at the time of application. A valid CALIFORNIA driver license is required at the time of appointment and must be maintained throughout employment.

Engineer II: Within five (5) years of appointment must obtain Registration as a Civil Engineer or Land Surveyor in the State of California, which must be maintained throughout employment. The five year requirement may be extended up to an additional 12 months by the appointing authority.
