Job SummaryLeads, schedules and assists crews in the construction, maintenance and repair of streets, alleys, walkways, curbs, gutters, parking lots and related public works areas. Performs a full range of journey-level street maintenance work.Major DutiesLeads, coordinates, schedules and reviews the work activities of crew members engaged in street construction, maintenance and repair services. Operates and maintains a wide variety light and heavy power tools and hydraulic and pneumatic equipment.Trains crews in the operation of construction and maintenance equipment, including dump trucks, skip loaders, backhoes, pavement rollers, paving machines, milling machines, and other heavy power driven equipment.Assists the Street Services Supervisor with personnel administration by providing input to employee performance evaluations and checking employee time cards. Reviews the work of assigned employees for accuracy, proper work techniques, and compliance with relevant standards, codes and regulations.Inspects streets, alleys and sidewalks for paving defects. Documents areas for repair, schedules repairs, and creates work orders. Ensures work orders are completed in a timely manner.Prepares estimates for materials and supplies needed to perform work using established formulas. Orders supplies and materials. Prepare schedules for pick-up and delivery of materials. Maintains records of materials and supplies used.Oversees crews in cutting and removing trees roots and preparing surface areas for asphalt application and concrete placement. Assists with excavation and backfilling operations and loading and unloading materials, supplies, tools and equipment.Leads and participates in breaking and removing asphalt, grading and oiling areas, dumping asphalt, spreading and raking asphalt, and sealing and capping areas.Leads and participates in breaking and constructing concrete forms, mixing concrete and stripping forms.Ensures that work sites are secure and properly set up with safety barricades, delineators and traffic cones. Directs and controls traffic around work sites.Reads and interprets charts, diagrams and blueprints and plans in the course of maintenance projects.Investigates and responds to inquiries and complaints from the public in a professional and courteous manner.Prepares and maintains a variety of records and reports.Responds to emergency situations, as necessary.Follows applicable safety rules and regulations.Performs other related duties, as assigned.Minimum QualificationsKnowledge of:Principles and practices of general construction. Principles, methods and techniques of street maintenance and repair.Types and uses of asphalt plant mixes, emulsions and seal coating.Codes and standards related to asphalt construction and concrete placement.Methods and techniques of concrete mixing and handling.Methods and techniques of asphalt pavement resurfacing and overlay.Grading and drainage requirements.Use of hand and power tools and heavy equipment in street maintenance work.Safe work practices and procedures.Basic mathematics.Recordkeeping techniques.Effective training and coordinating techniques.Basic supervisory techniques.Effective customer service techniques.Ability to:Lead and coordinate the work of others.Schedule, train and assign work to staff.Perform skilled asphalt paving and concrete work.Prioritize work and meet deadlines.Read and interpret maps, charts, diagrams, blueprints and marking plans.Make accurate job estimates of materials and labor.Use formulas and take accurate measurements.Prepare and maintain written records and reports.Safely operate a variety of light and heavy power tools and equipment.Lift, carry and move heavy objects up to and including 50 lbs.Identify mechanical problems and perform mechanical adjustments.Follow oral and written instructions.Learn and apply rules, regulations, policies and procedures.Learn and use specialized computer software applications.Communicate effectively, both orally and in writing.Provide effective customer service.Establish and maintain effective and cooperative working relationships with City employees and the general public.Skill in:Reading, writing, and communicating at an appropriate level.Working effectively with others.Safely using a variety of hand and power tools used in street maintenance and heavy construction work.Basic mathematics.Using a personal computer and applicable software applications.Education, Training and Experience:Graduation from high school or the equivalent.Three years of recent, paid work experience performing street or roadway maintenance, construction and repair that has included journey-level asphalt paving and/or concrete finishing duties.Licenses and Certificates:Possession of a valid Class B driver license with valid medical certification.
