THE POSITION:The City of Santa Rosa is seeking to fill one Environmental Compliance Inspector III vacancy.This is the advanced journey level position in the Environmental Compliance Inspectorclassification series. Under general supervision, an Environmental Compliance Inspector IIIenforces local, state, and federal standards for discharges into the wastewater and storm watersystems by inspecting businesses and obtaining water samples to determine requirements fordischarge permits and compliance with the permits. This class is distinguished from theEnvironmental Compliance Inspector II in that the inspections include industrial users and theEnvironmental Compliance Inspector III develops and implements programs related to pollutionprevention. This class is distinguished from the Environmental Compliance Supervisor in that thelatter has supervisory and administrative responsibilities for the Environmental Services Section.EXAMPLES OF DUTIES AND RESPONSIBILITIES:Essential Duties:The following duties are considered essential for this job classification:Interpret and implement Title 15 of the Santa Rosa City Code (Sewers) and the sewercodes of the sub-regional system partners;evaluate industrial sewer discharges to classify and prepare permits for industrial orcommercial discharger;inspect industrial and commercial facilities to ensure compliance with local, state, andfederal regulations, ordinances, standards and laws;develop and implement Pollution Prevention Programs to ensure legally defensible dataand actions;keep inspection records and documents current;plan non-compliance enforcement actions;respond to spills that involve the sanitary sewer and storm water collection systems;respond to complaints and meet with industrial and commercial dischargers regardingindustrial waste problems;reviews development plans and blueprints for new and tenant improvements from otherdepartments and public entities for appropriateness with wastewater containment anddischarge into the sanitary sewer and storm water systems;conduct a variety of required sampling programs and chemical and biological laboratoryand field tests;conduct investigations to provide support for legal action in response to permit noncompliance;track industrial and commercial user discharge volumes and loadings for billing and datacollection.Additional Duties:In addition to the duties listed in the Essential Duties Section, each employee in thisclassification may perform the following duties. Any single position may not be assigned allduties listed below, nor do the examples cover all duties which may be assigned.Prepare technical reports for the State Water Quality Control Board and the EnvironmentalProtection Agency;prepare compliance letters to industrial waste dischargers;maintain and update Industrial Questionnaire and Permit file;prepare and conduct presentations to industrial users and the general public;collaborate with other City Departments implementing various programs;and perform related duties as assigned.
