WHO WE ARE

Our purpose is to assist low- and moderate-income people to secure and maintain quality, affordable housing. The Marin Housing Authority (“MHA”) is a small, dynamic agency, well-respected in our field. We serve thousands of people through a wide range of programs and services, including public housing for families, seniors and the disabled; housing choice vouchers (Section 8); supportive housing services for special needs populations; and financial and technical assistance for low to moderate-income first-time homebuyers and low-income homeowners.

ABOUT THE HOME OWNERSHIP PROGRAM

Home Ownership Department administers the countywide Residential Rehabilitation Loan Program for low-income homeowners who need to make basic repairs to homes, mobile home and floating homes with a revolving' loan fund of $1 million and a portfolio of nearly $9 million. The Department also administers the Below Market Rate Home Ownership Program with a portfolio of 330 homes located throughout Marin for sale to lower to moderate income first-time homebuyers.

THE POSITION

This position will report to the Homeownership Programs Department Manager.

The position will be responsible for property rehabilitation loans including the Rehab Loan Program and the rehab of BMR units purchased by MHA. The Specialist will be responsible for the following duties:

Intake loan applications and determine eligibility; submit for approvals to Rehab Loan Committee

Inspect properties and assess repair and construction needs

Estimate rehabilitation costs, assist with the bid process and determine priorities

Prepare loan and construction documents and execute

Provide technical assistance to homeowners in all phases of construction

Monitor construction for completeness and quality of work including accepting or rejecting work

Establish in-house disbursement account and oversee approval of invoices and issue payments

Comply with Federal (HUD) CDBG and NEPA requirements and prepare reports periodically

QUALIFICATIONS

Demonstrated knowledge and experience in the following areas:

- Materials, methods and technologies of residential construction and repair.

- Residential property inspections.

- Preparation of construction plans and specifications.

- Construction monitoring and contract compliance

- Relevant Building Codes including CA Building, Electrical, Plumbing and Mechanical codes

- Fire Safety Standards and related State and County building and zoning codes and ordinances.

- State of California Construction Contractors licensure laws.

- Financial and real estate lending documents, liens, and construction lending practices

SKILLS

1. Ability to interact well with people of all incomes, life circumstances and personal beliefs

2. Organizational ability to administer multiple housing rehabilitation loans simultaneously

3. Ability to read and understand plans, specifications, and drawings

4. Ability to use independent sound judgement in solving problems that present themselves

5. Ability to maintain accurate records and files and operate standard office equipment

6. Ability to input information into the department database and produce reports

7. Ability to prepare clear and effective policies, procedures and correspondence

8. Ability to establish and maintain effective working relationships with clients and colleagues

EDUCATION

Any combination of education and experience that provide the required knowledge and skills may be considered such as:

Equivalent to graduation from a four-year college or university with major coursework in architecture, engineering, planning, construction management, public administration, or a field related to the work and two years inspecting housing facilities, preparing plans and specifications for construction work, administering government contracts and applications for funding,

Possession of an active or inactive California Contractor License “B” (General) is highly desirable. A real estate agent or broker license is also advantageous.

EMPLOYEE BENEFITS

Hourly wage is $45-50 DOE. This is an Extra Hire, non-permanent, temporary position. Employees offered employment in this job classification may be removed at any time without cause and without right of appeal. Extra Hire employees are not eligible for any benefit other than as required by State and federal law (e.g. worker’s compensation, alternative to Social Security, etc.).
