Under general direction, to perform the more complex professional natural resources planning assignments in the county Planning Department; to provide professional assistance to the Board of Supervisors for input, policy formulation and implementation related to natural resource issues; to research and develop planning studies, reports, and conduct environmental reviews; to provide responses to specific requests regarding natural resources issues; to explain Planning ordinances, regulations, and policies to the public related to resource issues; and to do related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the advanced working level in the professional Planner class series. Incumbents are expected to perform a broad range of the complex natural resources planning assignments. Incumbents are responsible for a specialized work area of natural resources, as well as have the ability to perform the full scope of regular planning work. This class is distinguished from the planning class in that the Natural Resources Specialist is expected to perform more resource specialized planning work requiring greater in-depth knowledge of County planning policies, federal and state environmental law, and natural resource disciplines.

ESSENTIAL FUNCTIONS

Performs a variety of the more difficult and complex natural resources planning work; performs technical work related to natural resources research ; gathers data and information for planning studies and policy development; performs a variety of professional planning work including current and advanced planning, when assigned; performs a variety of work related to natural resources such as endangered species, wildlife issues and habitat conservation plans, geothermal projects, road construction, mining activities, grading, timber harvest plans, wetlands, groundwater management, and land exchanges; prepares project reports; conducts research and performs data analysis; processes applications for current planning projects as assigned; assists with the preparation of environmental studies; assists with public presentations; participates in the environmental review of proposed local, state, or federal land use projects; assists with the revision or creation of General Plan elements, area plans, and planning ordinances, as they relate to natural resource issues; may prepare and present and resource issues; prepares and assists with preparation of maps, graphs, and information staff reports for elected or appointed boards and commissions which hear and act upon public planning summaries; answers public inquiries regarding planning or resource issues, the General Plan, and zoning. Must interact, both verbally and in writing, with a wide variety of community groups, activist groups, and federal, state or county agencies.

Training and Experience:

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Two years of responsible work experience in performing professional planning work comparable to that of an Assistant Planner with Siskiyou County in the areas of land use, environmental management, or natural resources management.

Education equivalent to graduation from an accredited college or university with a BA or BS in environmental studies, geography, town and rural planning, regional planning. A Masters Degree is highly desired and may substitute for one year of work experience.
